No process water dischazge will be covered under this pemrit or authorized by certification for discharges with the mineral mining <br />and processing point source category of 40 CFR 436 - subparts E (gypsum), F (asphaltic mineral), G (asbestos and wollastonite), J <br />(barite), K (fluorspaz), L (salines from brine lakes), M (borax), N (potash), O (sodium sulfate), V (bentonite), W (magnesite), X <br />(diatomite), Y (jade), Z (novaculite), AF (tdpoli). <br />3. Flow Measuring Device <br />If not akeady a part of the permitted facility, within ninety (90) days after the effective date of the certification, a flow measuring <br />device shall be installed to give representative values of effluent quantities at the respective discharge points. A flow measuring <br />device will be applicable at all designated discharge points of process water. The flow may also be dettxmined by using the pump <br />capacity multiplied by the length of time the pump is operated, if the accuracy requirement (see below) is met. <br />When the facIlity is not operating, and no discharge is occurring (e.g., if it is shut down for the winter), a flow measuring device is <br />not required to be on site. <br />At the request of the Water Quality Control Division, or the Environmental Protection Agency, the pemtittee shall show proof of the <br />accuracy of any flow-measuring device used in obtaining data submitted in the monitoring report. The flow-measuring device must <br />indicate values within ten (10) percent of the actual flow being dischazged. <br />EFFLUENT LIMITATIONS AND CONDITIONS - STORMWATER DISCHARGE <br />section (LC) applies to all facilities with a potential dischazge of stormwaterJ <br />General Limitations <br />a. Stormwater discharges from the industrial activity shall not cause or threaten to cause pollution, contamination, or <br />degradation of any State waters. <br />b. There shall be no discharge of sanitary wastewaters from toffets or related facilities. <br />c. No chemicals are to be added to the discharge unless the permit issuing authority grants percussion for the use of a specific <br />chemical. In granting the use of such chemicals, additional limitations and monitoring requirements may be imposed. <br />d. Bulk storage structures for petroleum products and other chemicals shall have adequate protection to prevent any reasonable <br />loss of the material from entering discharged waters or waters of the State. <br />e. All dischazgers must comply with the lawful requirements of counties; drainage districts and other state or local agencies <br />regarding any discharges of stormwater to storm drain systems or other watercourses tinder their jurisdiction. <br />
