BENEFICIAL USE CERTIFICATION <br />Page 1 of 4 <br />CDPH&E BMP €1072 <br />PURSUANT <br />to the provisions of the Colorado Solid Wastes Disposal Sites and Facilities Act, C.R.S. 1973, 30-20-102, and <br />[he Colorado regulations pertaining to Beneficial Use of Water Treatment Sludge and Fees Applicable to the <br />Beneficial Use of Sludges, (SCCR 1003-'n, the Ciry of Boulder is certified as meeting applicable regulations of <br />the Colorado Department of Public Health and Environment governing the beneficial use of water treatment <br />sludges and authorizes the aforementioned to land apply water treatment sludge generated by the Ciry of <br />Boulder's Betasso and 63rd Street Water Treatment Plants and the City of Longmont Water Treatment Plant to <br />the City of Boulder Open Space/Varra Gravel Pit (Jenkins Pit i/2) site; Colorado Department of :Pttblic Health <br />and Environment, Biosolids Management Program ID 1072; a 22 acre plot located within porticos of the <br />northeast and southeast quarters of Section 7, Township 1 South, Range 70 West; Boulder County; as shown on <br />attachment. <br />WATER TREATMENT SLUDGE APPLICATION AND SITE MONITORING <br />shall be performed in accordance with the Jenkins Pit "2 Revegetation Plan dated March 22, 1956 and submitted <br />as pan of the Beneficial Use Plan for the site, and as described in a letter dated May 13, 1996 from Mr. David <br />L. Buc}tner, ESCO Associates, Inc. to Mr. Paul Heppler, Ciry of Boulder. Both documents aze appended as <br />Special Conditions of [his Beneficial Use Certification. <br />MONITORING OF WATER TREATMENT SLUDGE <br />shzll be performed for the pazameters identified and ar dte frequencies specified per the Colorado regulations <br />pertaining [o Beneficial Use of Water Treatment Sludge and Fees Applicable to the Beneficial Use of <br />Sludges, (SCCR 1003-7, §$.A). <br />SHORT TL-RM STORAGE <br />of mater treatment sludges may be undettaken in accordance with the requirements of the Colorado regulations <br />pertaining to Beneficial Use of Water Treatment Sludge and Fees Applicable to the Beneficial Use of <br />Sludges, (SCCR 1003-7, §4.C) and as described in the Beneficial Use Plan dated April 16, 199b. <br />REPORT SUBMTI'I'AL <br />shzll be made to the Colorado Depanment of Public Health and Environment per the requirements of the <br />Colorado regulations pertaining to Beneficial Use of Water Treatment Sludge and Fees Applicable to the <br />Beneficial Use of Sludges, (SCCR 1003-7, §S.C). <br />SPECIAL CONDITIONS <br />if required are attached to assure compliance with applicable criteria of the Colorado regulations pertaining to <br />Beneficial Use of Water Treatment Sludge and Fees Applicable to the Beneficial Use of Sludges, (SCCR <br />1003-7). <br />
