<br />EXHIBIT D - Mining Plan <br />The proposed extraction area is essentially all within the 100 year flood <br />plain of the Big Thompson River. The portion of the total property <br />comprising the extraction area is divided into two areas as shown on the <br />map. Area I (6.9 acres) to the west of the Big Thompson River will be <br />mined first. Six inches to 1.5 foot of topsoil will be removed using <br />scrapers and a front end loader where required. The topsoil is to be <br />stored near the trees to the north of Area I and in Area II if needed. <br />An additional 3 ft. (on the average) of overburden material will be <br />removed and used as fill in the areas to the north and southwest of <br />Area I. Any remaining overburden is to be stored in Area. I. The depth <br />of the overburden is estimated to be 1.5 to 7 feet followed by the <br />gravel layer which is estimated to extend to a depth of 20 feet. The <br />fill areas are to be scarified to a depth of at least 6 inches prior <br />to the placement and compaction of the fill material. Crushing and <br />processing equipment are to be located just to the south of the west <br />end of the bridge crossing the Big Thompson River. The crushed rock <br />is to be stored in Area I. The planned use of this crushed rock is <br />base course material, therefore no washing is anticipated. In the <br />event that washing is required a settling pond will be set up near the <br />southern end of Area II to minimize siltation before discharging into <br />the river. <br />Area II is to be mined next in the same manner as Area I with topsoil <br />and overburden being stored around the perimeter of Area II or in Area I <br />as needed. The extracted gravel to be sold as processed. <br />The present access road to the site is intended to be used as the haul <br />road. At present, this road is paved from U. S. Highway 34 to the river. <br />The remaining portion will be oiled to control dust. Speeds on all <br />internal haul roads will be limited to a maximum of 20 mph and if mud <br />and dirt becomes excessive on connecting improved streets it will be <br />removed. The pit will be wet year round; therefore no watering down <br />of active areas is anticipated to control dust. Approximately three <br />and one half acres of area will be mined each year in order to complete <br />the mining and reclamation within three years. <br />
