Angie Pit Adequacy Response Letter Page 2
17 Generally, material becomes compacted during the backfillir:g process, as does the pit
floor. Tl:e reclamation plan will need to inchrded provisions jor- ripping compacted areas
prior [o placement of topsoil. Additionally, with the smidstone layer underneath the
gravel identified as an aquifer, the reclamation plant must ensure that a minimum of hvo
feet of cover remains over the sandstone for finnl reclamation.
The operator commits to ripping any compacted areas of the pit and, if the sandstone
layer is exposed, the operator commits to placing 2 feet of cover material over the
sandstone before final reclamation. If the sandstone layer is not exposed, due to the
presence of groundwater, the operator will leave a minimum of 2 feet of material over the
ground water horizon and it will remain in place a[ final reclamation.
18 Does the maximum highwall length fgures, provided for each phase, include the "wing"
areas adjacent to the advancing face, that have not yet been backfrlled? If not, please
indicate how far behind the advancing face the highwall backfilling process will take
place.
The operator commits [o keeping the slope reduction of the side slopes [o within 300 feet
of the advancing face. If the project does not provide sufficient material to maintain this
slope reduction interval by filling methods, the operator will offset the projection for
vertical pit excavation and construct the side slopes by cut and fill methods, taking care
no[ [o encroach upon the disturbance boundary.
27 It appears that the fences and access roads either partially w• wholly owned by Ms. Allen
are within 200 feet of tl:e proposed affected area boundary in several places. Please
eru:rre these struchu•es are adequately addressed as required by Rule 6.4.19.
A damage waiver for these structures has been verbally agreed to, and is currently being
circulated for notarized signatures. This document will be forwarded to the Division by
June 30, 2000.
The Farmers Ditch damage waiver agreement, supplied with the preliminary adequacy
review response package, does not have a notarized sigrratw-e jron: the Farmers Water
Development Companv....
This document will be forwarded to the Division by June 30, 2000.
