FACILITY INFORMATION: (continued) <br />Any discharges from the facility should consist of surface runoff only. <br />If discharge of mine water, prep plant water, sanitary water or other non- <br />surface runoff related water becomes necessary, the Permittee will have to <br />request that an individual NPDES permit be drafted prior to the occurrence <br />of such discharge, to replace this general permit. <br />V. ANTIDEGRADATION: <br />These are not reviewable waters pursuant Co Section 3.1.8(3)(a) of the <br />Basic Standards and Methodologies for Surface Water (SGGR 1002-2), based <br />on a finding of no increased water quality impact. <br />VI. DISCUSSION: <br />Applicable effluent limitations and monitoring requirements regarding <br />active mining outfalls, are addressed .in Part I.B.1(a) and I.B.3.(a) <br />respectively of the general permit. <br />• Total dissolved solids monitoring of the discharge shall be performed. <br />Total phosphorus monitoring shall not be performed. See page 3 of the <br />general permit for more information. <br />The Permittee will be required to develop and implement a Storm Water <br />ManagemenC Plan (SWMP). Although some activities may already be in place, <br />the SWMP will require the Permittee to coordinate best management <br />practices so the result is a reduction or elimination of pollutants <br />reaching state water from areas not Limited by effluent limitations. The <br />Permittee will be required to submit the SWMP to the Division for review <br />within six months from the date certification is issued. For specifics of <br />the Plan and additional requirements, please reference the Part I.B.2 of <br />the general permit. <br />The permittee will not be required to perform Whole Effluent Toxicity <br />(WET) testing pursuant to Section 6.9.7(2)(a)(i)(A) of the Regulations for <br />the State Discharge Permit System 6.1.0 (5 CCR 1002-2) which exempts <br />facilities certified under the general permit. <br />VII. SPECIFIC INFORMATION OF CONCERN TO THE PERMITTEE: <br />The Permittee is encouraged to read the general rationale for an <br />understanding of how the general permit was developed and to read the <br />permit itself to see what requirements exist. Effluent limitations and <br />monitoring requirements are specified in Part I.B, and special <br />notification requirements for effluent violations are addressed in Part <br />II.A.3. <br />
