Additionally, I have a few comments to include in this letter <br />to ensure we both understand the permit conditions equally. I have listed these items below: <br />The permit area is still 100 acres. The 82.83-acre figure is the coaect affected area acreage, as it is delineated on <br />all the revised maps. It is required that once the site is permitted, the affected azea boundary is well marked in a <br />visible and durable manner. You will also need to post a correct permit ID sign. Please refer to Rule 3.1.12 for <br />description of the complete sign contents. <br />Because this is a phased operation, and the bond amount is determined partly by the size of the phases, it will be <br />important that the boundary of the active phase be well marked, so all disturbance remains inside'that phase. <br />The revised maps all showed a bold line along the outer margin of the unaffected area, which delineates a 100-acre <br />area. Though not labeled, I interpret this to line to depict the permit area boundary. I will add this label to the set <br />of maps, unless you instruct me not to do so. <br />It is not cleaz by looking at the revised maps whether the affected area acreage figure, 82.83 acres, includes the <br />three small areas which will be affected: the scale and scalehouse azea, the segment of the entrance road neazest the <br />gate, and the gulch crossing. No further comment is needed from you, as these areas aze minimal and their <br />reclamation will be included in the bond, as appropriate. <br />The sediment control detail for the gulch crossing was appreciated, but I would recommend addirig silt fence or <br />straw bales on the downstream side of the culvert and fill material also. <br />The possible onsite hatching (asphalt or concrete) will be included at this time as one of the approved activities in <br />your mining plan, with no further details required at this time. Please ensure that you have all proper permits for <br />these actvities, such as the ADEN from Department of Health, and that all hydrocarbons be stored with appropriate <br />impermeable containment. If possible, I would ask that you contact this office prior to commencing any hatching <br />so that we may discuss the plant and its operation. <br />The bond calculation for the phased mining of the site was performed using the following assumptions: that the <br />reclamation of any "active" area being disturbed required slope reduction to 3:1, replacement of overburden and <br />topsoil, ripping all compacted areas, removal of structures and debris, and full revegetation.
