Haulroads are located, designed, and con- <br />structed to cant' the wlume and load of traffic at the Trapper Mine. In accordance with applicable <br />reclamation standards, road water runoff that mingles with runoff from other mining or elcamation dis- <br />turbances is controlled by sedimentation ponds to minimize its effects on water quality, fish and wildlife. <br />All haulroads are surtaced with appropriate materials as discussed in Section 3.7.2.4. Haulroads an: <br />maintained nearly continuously when coal is being hauled. When no longer required, the haulroad <br />areas are reGaimed. <br />Haulroads do not restrtct movement of wiktlife. During migration, wildlife such as elk and deer cross the <br />haulroads regularly. Infrequently has big game been struck by mining equipmem at the Trapper Mine. <br />Due to the current 40 mph speed limit and good visibility, k is anticipated that this will remain as such. <br />The design and censlrudion practices of existing haulroads at the Trapper Mine are cert~ed by a reg- <br />istered professional engineer or a professional registered surveyor and the same will be true of future <br />haulroads. During the I'rfe of the permit, severe) new roads will be constructed. The possible locations <br />of these roads are shown on Map M9 series. Actual locations may vary within 200 feet, but the roads <br />will still comply wRh the regulations, the remainder of this Sedion, 3.7.2 and Sedion 1.4. The year a <br />haulroad is adualy constructed may vary from that Indicated on the maps by ± two years. <br />3.7.2.1 Location <br />The mining areas at the Trapper Mine are located on the north slope of the Williams Fork Mountains. <br />Mining occurs near the crest of the mountain and extends down the slope. The power plant's receiving <br />fatalities are located near the base of the mountain. To provide access between the mining areas and <br />the receiving fatalities, slopes up to twenty percent must be negotiated.
