It is the staff's understanding that at least 4 inches of topsoil will <br />be replaced. ~~l <br />~. With reference to Rules 6.1 and 6.5, in order for the operator to <br />achieve the post-mining land use as described in the permit application, <br />1v y{~ S,~,Q u slopes cannot be too steep to be traversed by livestock. The staff <br />2H• ~ .~ feels that a 2H;1V slope .is too steep to be readily traversed by <br />~4~~ ~ livestock. In addition, 2H:1V slopes will increase the erosion hazard <br />~v~"'~'~_„~.• \ and inhibit vegetation establishment on the site thus decreasing the <br />~Yr~°/~ "~~I potential for reclamation success. The staff recommends slopes not to <br />~" exceed 3H:1V to satisfy performance standards. The Division of Wildlife <br />~'J confirms this recommendation. <br />3O. The operator states that from the base of the 2H:1V slope (south and <br />west permit boundaries), a very gentle slope will be created toward the <br />undisturbed drainages to the east and north of the affected lands to <br />recreate the original natural positive drainage pattern. According to <br />Exhibit F, reclamation will not recreate the natural drainage pattern <br />but will produce a closed drainage basin. <br />~~''__~ ,,~~,,`` ? <br />G~OM~'"t""r~"'"'~"""~la. The operator must submit more detailed information with respect to <br />!- ¢„u.->?• the drainage patternpresent on the site prior to mining and how <br />p~~ ,q,a„~.7, drainage consistent with pre-mine patterns will be re-established. <br />b. If positive drainage will ndrbe re-established, the operator must <br />~~Jl;x.;.~ u,l,,w.x.faa, address in detail the hydrologic impacts as related to Rule 6.2, <br />r~4 u~".~.I.aG.~~ <br />~„~,,,1,;,,. ~/4. It is the staff's understanding from Exhibit F that the access road will <br />not remain following mining. <br />5. The staff recommends the following modifications to the revegetation <br />plan. <br />Ja. The proposed seeding rate should be doubled to conform to the USDA <br />J recommendation of 40 PLS/s q, foot. « ~~~~~ ~ <br />Add a nitrogen fixing forb to the seed mix. <br />'(cl Add 50 lbs. available N and 50 lbs, available P per acre or add <br />~J fertilizer in accordance with soil test results. <br />
