<br /> <br />performed by either a surveyor or an engineer who is registered or certified within the <br />state where the survey takes place. <br />Annual Volumetric Surveys -The operator shall conduct a volume survey of process <br />material stockpiles, with the volume and tonnage reported for each stockpile and product. <br />In order to determine a more accurate factor for converting volume to tonnage for the <br />processed material, the volume of gravel in the initial 20 truckloads will be compared to <br />[he weight shown on the truck scales. The truck volume will be calculated by using a <br />loader (full) bucket count. <br />7. No mining can commence until a performance bond is in place. The required bond for BLM <br />shall be $30,577, which is the reclamation cos[ estimate calculated by the Division of Minerals <br />and Geology (DMG), and is considered to be acceptable to BLM. The adequacy of the bond will <br />be periodically reviewed by DMG, and if necessary, the bond amount shall be adjusted to the <br />revised DMG cost estimate. The bond may be a bond of a corporate surety, certificate of deposit, <br />cash, irrevocable letter of credit, or negotiable Treasury bond, as specified under 43 CFR <br />3602.14. <br />8. If the site becomes used on an intermittent basis such [hat additional sales contracts are not <br />made, [he disturbed areas shall be reclaimed at BLM's discretion. <br />9. Reclamation will be an ongoing part of the operation, progressing at about the same rate as <br />the pit advancement. The unreclaimed pit disturbance at any given time shall be kept to the <br />minimum needed for mining, processing, and storage. Subsoil and topsoil shall be stripped from <br />mining blocks and placed directly into mined-out blocks as per the mining and reclamation plan. <br />The operator shall follow the reclamation plan acid timetable as illustrated and described on [he <br />set of 1 1 maps and spreadsheet which show the timing, areas, and procedures for reclamation. <br />l0. If there is a problem with completing reclamation in accordance with the plan, no new <br />contract will be issued until the operator and BLM mutually agree on how the reclamation issue <br />will be resolved and progress leas made toward reso]ving [kre problem. Additional special <br />stipulations may be required by BLM with each new contract. <br />11. The BLM and operator shall conduct ajoin[ inspection for each mining phase prior to <br />commencement of surface disturbance (soil stripping) and prior to commencement of <br />reclamation activities. <br />l2. Topsoil and vegetation shall be stripped to a depth of about 6 to 8 inches and only used for <br />reclamation. All available topsoil shall be stripped and either stockpiled or used as live topsoil as <br />per the plan. No topsoil stripping will be allowed when soils are moisture saturated to a depth of <br />3 inches, or frozen below the stripping depth. The subsoil material (overburden) between the <br />topsoil and gravel layer shall be stripped and only used for reclamation. Prior to commencement <br />of stripping, the BLM and operator will meet on the site to discuss the soil depths and procedures <br />used for removal of soil and subsoil. <br />
