- 'Y <br />PowDERxoRN coAL cor~AlrY <br />Permit C-12,703E-1 <br />FUGITIVE PARTICULATE EMISSION CONTROL PLAN <br />The following fugitive particulate emission control measures shall be used <br />for enforcement purposes on the sources covered by this permit, as required <br />by the Air Quality Control Commission Regulation No. 1. <br />1. Refuse coal from the Roadside preparation plant shall be maintained <br />wet with a surface moisture content of 8~G or greater. <br />2. The 200 ton refuse coal stockpile shall be compacted and treated with <br />water or chemical stabilizer during placement to minimize fugitive <br />emissions. <br />3. haul vehicle speed on site shall be limited and posted at 20 m'.p.h. <br />4. Conveyors and transfer points shall be partially or totally covered. <br />5. Unpaved haul road shall be maintained and watered to control fugitive <br />• emissions. <br />6.
