Annual Certification <br />1997 <br />Operator: SLURCO Corporation <br />Facility: Canadian Mine, C-81-026 <br />Pond Identification: Pond Number 2 <br />The basis for this section of this certification are Rules 4.05.9 (10) and (11) of the Regulations of the Colorado Mined <br />Land Reclamation Board for Coal Mining. <br />tal Existing and required monilorinp„procedures and instrumentation. <br />Examinations of the pond are required quarterly by a qualified registered professional engineer or other qualified <br />individual under their direction [Rule 4.05.6(13) and 4.05.9(13)]. Quanerly inspections were made on February 4, <br />1997, May 14, 1997, August 8, 1997, and October 1, 1997. All inspections were made under the direction of Mr. <br />Larry D. Baccari, a registered professional engineer. Mr. Baccari's qualifications are outlined under paragraph (1) <br />below. There is no existing or required instrumentation associated with the pond. <br />tbl The design depth and elevation of any impounded waters at the time of the initial certification report or <br />the average and maximum depths and elevations of any impounded waters over the past year for the annual <br />certification reports. <br />This pond was redesigned since the ittitial certification. The design depth of [he impounded waters was 8.5 feet (from <br />the bottom of the pond to the invert of the emergency spillway) and the design maximum elevation of impounded <br />waters was 8224.1 (elevation of the invert of the emergency spillway) feet at the time of the revised certification report <br />(Figure 3, Reclamation Project, As -Built Topography, 11/10/87, and Appendix Q, pages Q-1 and Q-2, revised <br />11/30/94). The average depth of impounded waters (reported in the four 1997 quarterly reports) is estimated as 2.5 <br />foot (elevation 8218.1). The maximum observed depth was approximately 3.4 foot (elevation 8219.0). <br />tcl Existing storage capacity of the dam or embankment. <br />The existing storage capacity of the dam is estimated to be approximately 16.2 acre feet (from the bottom of the pond <br />to the invert of the emergency spillway)(Stage-Volume Analysis Sedimentation Pond #2, Figure Q-4, 11/29/94). <br />(dl Any fires occurring in the construction material up to the date of the initial certification or over the past <br />year for the annual certification reports. <br />No fires were reported up to the date of the initial certification, and no indication of fires in the construction materials <br />of the dam was observed during the past year. <br />(el Any other aspect of the dam or embankment affecting stability. <br />Current stability of the embankment is not affected by any aspect of the dam <br />Canadian Strip Mine Pond #2 Certification, October 8, 1997, Page l of 3 <br />
