~S~~N <br />Fasts-trrntt <br />INC. <br />A Subsid~nrv <br />of <br />Weslem Fuels <br />Axs°cinlion, hoc <br />pECE1VE.D <br />err- -. 199E <br />I._,, <br />pivisronGrand J udion eoia9Y <br />May 13, 1996 <br />Mr. Dan Mathews <br />Division of Minerals and Geology <br />2148 Broadway, #C-5 <br />Grand Junction, CO 81503 <br />RE: Certification of Temporary Truck Dump Sediment Basin and Haul Road. <br />Dear Dan: <br />III IIIIIIIIIIIII III <br />99B <br />The purpose of this letter is to certify that the Sediment Basin and Haul Road at the Temporary <br />Truck Dump were constructed in substantial accordance with the submitted and approved permit <br />documents. <br />I am a registered professional engineer in the state of Colorado and my experience fulfills the <br />requirements of the Colorado Surface Coal Mining Reclamation Act. <br />I have inspected the Temporary Truck Dump and Lay down Area and have noted the following: <br />The sediment control structures appear to be in place and functioning as intended. The sediment <br />pond covering the area is actually an incised basin excavated to provide 100% containment of a <br />10 year, 24 hour precipitation event. The design was based on the DMG suggestion made in a <br />letter to Murari Shrestha dated Feb. 16, 1996. A check survey of the basin showed that it will <br />contain nearly twice the required volume of 0.06 acre feet. All of the drainage from the newly <br />disturbed area and topsoil stockpile are directed to this structure. <br />All of the newly disturbed area and haul road was stripped of topsoil to a minimum depth of six <br />inches. This topsoil is stockpiled next to the sediment basin. <br />The newly constructed haul road appears to be functioning as intended. Inspections during <br />construction showed reasonable agreement with the submitted typical haul road constnrction <br />section Rl-b shown on Permit Map 67.
