• that would amount to a total population increase in northwest Colorado of <br />36 during 1989, the year presently anticipated as the largest increase in <br />the labor force for the life-of-mine operations planned. <br />The taxes and additional revenues generated by the planned mining <br />operations, the increased job opportunities and slight population growth <br />would economically benefit northwest Colorado and specifically Routt <br />County. The increase in population would be expected to significantly <br />offset both Oak Creek and Phippsburg, but the impact would be of low <br />significance because of a projected small growth rate for Phippsburg and <br />the high social readiness of Oak Creek. The communities have the <br />capacity to deal with larger populations and the services required. <br />(B) An evaluation of impacts to the scenic and aesthetic <br />resources, including noise on the surrounding area, due to the proposed <br />surface coal mining and reclamation operation. <br />• RESPONSE: <br />The planned mine-related activities will have certain impacts to the <br />scenic and aesthetic resources of the surrounding area. These impacts <br />are expected to be minimal in that all surface activities proposed far <br />the first five years will be conducted on areas previously affected by <br />surface mining operations. Additional surface activities planned beyond <br />the first five year period, include construction of access roads and <br />facilities associated with the Fish Creek Borehole/Shaft area. The <br />total disturbance for this area will be less than forty (40) acres and <br />the access to the area will utilize existing roads as much as possible. <br />Noise associated with the planned mining activities would be greatest <br />during the construction of access and facilities for the shaft/borehole <br />areas and the tipple/loadout area. The construction activities would be <br />short-lived and therefore of little noise impact to the surrounding <br />area. Noise associated with the underground mining activities planned <br />is not expected to have any significant effect on the surrounding areas. <br />• <br />Ex. 1-3 <br />Revised 7/24/86 <br />
