• RESPONSE: <br />This permit application package contains all information required for a <br />revision to a permit under the Rules and Regulations of The Colorado <br />Mined Land Reclamation Board pursuant to The Colorado Surface Coal <br />Mining Reclamation Act 34-33-101 et seq. <br />(ii) The resource recovery and protection plan required by <br />Part 211 of this title for operations on lands containing leased Federal coal; <br />and <br />RESPONSE: <br />The attached Permit Revision Application to Permit C-056-82 fulfills all <br />requirements of the resource recovery and protection plan required by <br />43 CFR 3480; 48 CFR 41589 Subpart 3482.1, as addressed in the <br />confidential appendix RRPP within this permit application. <br />(iii) Where OSM is the regulatory authority or where the <br />proposed operations are on lands containing leased Federal coal, the <br />following supplemental information to ensure compliance with Federal laws and <br />regulations other than the Act: <br />(A) A description of the affected area of the proposed <br />surface coal mining and reclamation operation with respect to: (1) increases <br />in employment, population and revenues to public and private entities, and <br />(2) the ability of public and private entities to provide goods and services <br />necessary to support surface coal mining and reclamation operations. <br />RFCDnNCF• <br />The anticipated increase in employment is adequately addressed in the <br />permit application package under the response to Rule 2.05.3, Labor <br />Force. It is anticipated that the majority of the increased employment <br />opportunities will be filled by local residents of northwestern <br />Colorado, who have previous mining experience. Population increase to <br />northwest Colorado would be expected to be less than ten percent (107) of <br />the labor force anticipated. This increase would amount to less than <br />nine (9) employees being brought into northwest Colorado in the year <br />1989.
