~Nor[hWest Colorado Co <br />Geotechnlcal I Environmental Engineering • Materials Testing <br />July 30, 1998 <br />Bower Brothers <br />595 Taylor Street <br />Craig, CO 81625 <br />Job No. 98-3600 <br />Subject: Roadway Certification Letter, Refuse Pile <br />- Nonh Access Road, Foidel Creek Mine, Routt <br />County, Colorado. <br />Gentlemen, <br />I, Brian D. Len, a registered professional engineer, registry number 25750, in the state of Colorado, certify that <br />the Refuse Pile -North Access Road was constructed in accordance with our previous report prepazed under our <br />job number 95- 2431 and dated March 20, 1996. The contractor constructed approximately 75 lineal fee[ of <br />. roadway between [he existing Haul Road B and the northern end of the refuse pile. <br />Our firm visited the site on September 5, 1996 and July 6, 1998 to verify the compaction and thickness of the new <br />gravel sections. During these visits, we verified that the new subbase and road base gravels were placed and <br />compacted to at least 95% of the modified Proctor density determined in accordance with ASTM D1557. We also <br />verified that the contractor had placed the required amount of subbase and base course gravels. The subbase and <br />road base gravels were placed to minimum thickness' of 16 and 4 inches, respectively. Copies of our daily <br />inspection reports, including t e mpaction test results are enclosed.
