Long <br />' Manager-Environmental Affairs Division Director <br />Homestake Mining Company <br />650 California Street <br />' San Francisco, California 94108 <br />RE: Bulldog Mine (Permit M-77-215) Reason to Believe Potential <br />Exists for Groundwater Degradation <br />Dear Mr. Russell: <br />in consideration of comments received Prom Homestake Mining in <br />regard to the Division's December 8, 1994 notice concerning the <br />possibility oP groundwater degradation by the Bulldog Mine, the <br />' Division would like to moderate the perceived tone of the notice. <br />The Division has reason to believe, eq. as a result of the flooding <br />of the Bulldog Mine workings, that a reasonable potential exists <br />' for degradation of groundwater quality in the area oP the Bulldog <br />Mine that may adversely affect its existing and reasonably <br />potential future uses. <br />' Release of reclamation liability for the Bulldog Mine may not be <br />approved, pursuant to Rule 3.1.7 (8), until HMC can demonstrate, to <br />' the Division's satisfaction, that reclamation has been achieved so <br />that the existing and reasonably potential future uses of <br />groundwater are protected. <br />' Following the procedure outlined under Rule 3.1.7 (3) (b) (ii) (A), <br />this letter is to serve as notice that Homestake Mining Company may <br />need to revise their permit to include permit conditions that <br />' comply with the requirements of Rule 3.1.7 (2). The Division is <br />requesting that information addressing the possible need to revise <br />the permit be provided within 90 days o! the receipt o! this <br />notice.
