COLORADO DEPARTMENT OF HEALTH, Water Qtraliry Control Division
Rationale - Pnge 20 Perniit No. CO-0045675
VI. A. I. Effluent Monitoring (ConL)
As indicated on page !4 of the permit, when the most sensitive analytical method which cornp[ies xith this pan, has a
detection limit greater t/uin or equal to the permit lirnir, the pennittee shall report "less than (the de~ecrable limit), " as
appropriate. Such reports shall not be considered as violations of the permit limit. The present lowest method
detection limits for specific parameters (x~hicli leave limitations which are, in some cases, less than or equal to the
detection limit) are as follows:
Arsenic 0.01 mg/l
Cadmium 0.0003 mg/I
Chromium 0.01 nig/I
Chromium, Hernralent O.OI mg/I
Copper O.GbS rr+g/!
Cyanide 0.010 mg/[
Lead 0.005 mg/[
Tonal Mernirv 0.00025 rng/[
Selenium 0.01 mg/f
Silver 0.000? mg/l
Z1nc 0.05 rng/I
Metals and WAD Cyanide must be analyzed by methods capable ajproducing calculated rnetliod detection limits equal
to or less than t/ie values listed above. In r/ie calculation ojaverage concentrations of these parameters, those
awtytical results that are less than the method detection limit shall be considered to 6e zero jot calculation purposes.
/fall individual analytical results that would be used in the calculations are below the method detection lirnir, the "less
t/urn x", wherex is the rnetliod detection limit, shall be reported. Otherwise, report the calculated value.
2. Social Monitorine: Six Times Amt +~: BMR//BMGC is required to perform a sit-time (monthly) analysis jar
arrirnonia, mercury, nitrate, nitrite, and sulfide in the 001 discharge. Also, WAD cyanide rill be required semi-
annually jar a rn~o year period. This analysis is being required to verify that these parameter levels in the treated
wastewater discharge are at insignificant levels. Previous dam indicates that these parameters lmve been detected
below minimal levels of detection or ar very low levels below the xater quality standards. See Pan /.B.3 of the permit
for further injonnation related to t/ie six-time analysis.
/j evaluation of the data demonstrates a definite or probable violation of water quality standards, the permit may be
amended to incorporate additional monitoring and/or liriiitarions, as a[lox•ed under Part /I.B.S of t/iis permit.
Addiiowl monitoring may also 6e required xhere the detection limit jar a parameter is above the appropriate rater
quality standards.
C. Reporting
1. Discharge Monitoring Report: Battle Mountain Resources, /nc./Battle Mountain Gold Company nuest subrni! a
Discharge Monitoring Report (DMR) on a monthly basis to the Division. This report should contain the required
summarization of the test results jar parameters shown in Table V/-4 of this rationale, and Pan /. B. of the permit. See
t/ie permit, Part /.E.1, for details on such a submission.
2. Special Re~rts: Special reports are required to be submitted to the Division in the event of a spill, bypass, or other
noncompliance. Please refer to Part /. E. ojthe permit jar reporting requirements
D. Additional Terms and Conditiaus
1. Sanatory and Certification Requirements: Signatory and certification requirements jar reports and submittals are
discussed in Pan /.E.6. of the permit.
2. Conmliance Schedules:
aJ Materials Containmeru Plarr: T1ie pennittee xill be required to submit a Materials Containment Plan. The plan
shall address the prevention and containment of spills of materials used, processed or stored at the jaciliry which,
ijspilled, xorrld have a reasonable probability of having a visible or otherwise detrirr:enta[ impact an raters of
the State. This plan is to be submitted xdthin 90 days ojthe effective date of the permit. See Pan /.D.1. of the
permit.
