Discussion of Effluerv Lbnitations (Coro.) <br />e) Determination of Parameters Limited for This Permit (Cont.) <br />Metals and /norganics Limitations: (cont.) . erceed these calculated antidegradalion-based levels, the Division <br />has determined that n reasonable po[ential erists for these parameters to possibly be present, and the Division <br />has established these parameters as permit limitations. Where dte xastex•ater source concentrations are <br />substantially below the calculated antidegradalion-based levels, t/ten no limitations lwve been established. Also, <br />jor certain parameters x•hich are not expected to be found in the contributing wastex~ater sources artd which have <br />been detected belox~ minimal levels of detection and/or at levels mttclt below the antidegradalion-based standard, <br />the Division is requiring a si.r-tunes awlysis jor these parameters. <br />~anide: Since bout Weak Acid Dissociable (WAD) Cyanide and Total Cyanide have not been generally detected <br />in the contributing x~astex•ater sources or in instream data (at levels <0.010 mg/l, x•/tic/t is the accepted <br />ndnimum level of detection jor cyanide established by the CDPHE laboratory), the Division has determined that <br />there is no reasonable potential to establish [imitations for WAD Cyanide. flox~ever, semi-annual monitoring xa[l <br />be required jor a two year period to verify that no cyanide is being discharged, since the San Luis facility /ws <br />previously included a milling operation utilizing a sodium cyanide Carbon-in-Leach circuit. This monitoring data <br />should also be correlated to the routine instream monitoring for cyanide that BMRI is required to perform under <br />rite terms of their CDMG permit. The additional instream/alluvial monitoring for cyanide shall be submitted to <br />the Division to confirm that cyanide is not being detected. <br />Mercrtrv: Comparably to the previous discussion jor cyanide, no mercury has been generally detected in the <br />contributing x•astex•ater sources, the treated discharge, or instream monitoring samples. Thus, the Division has <br />determined tlwr there is no reasonable potential to establish limits for this parameter, but at this time, a siz-rimes <br />analysis will be required to substantiate tlta[ rnercurv is still not found at delectable levels and does not occur. <br />Based upon recent information indicated by BMRI, the Division may further determine that the six-time analyses <br />will not be necessary for rnercurv for the 001 discharges. This determination will be dependent upon <br />substantiation of data that BMR% can submit as pan ojtheir public notice comments. <br />Radioactive Parameters: The Division is including limitations for m~o radioactive constituents, which are Total <br />Radium 226+228 and Total Natural Uranium. The limitations for these two radioactive parameters is equal to <br />t/te basic radioactive standards established in the Classifications and Numeric Standards for the Rio Grande <br />Basin. These two radioactive constituents are cornrnonly associated x~ith Gross Alp/ut radiation determinations. <br />J) Whole EfRuent Toxicity (WET) Testing <br />For this facility, chronic WET testing is required jor all three outfalls 00/a, 00/b, and OOIc. (See Pans !.A and <br />/.B of the permit.) <br />1) Puroose of WET Testing: The Water Quality Control Division has established the use of WET testing as a <br />method for idendfving and controlling toric discharges from x~astewater treatment facilities. WET testing is <br />being utilized as a means to ensure drat there are no discharges of pollutants "in amounts, concentrations or <br />combinations which are lutrmful to the beneficial uses or toxic to humans, animals, plants, or aquatic life" as <br />required by Section 31.11 (1) of the Basic Standards and Methodologies for Surface Waters. <br />2) Instrearn Waste Concentration (/WCI: Where rnoniroring or limitations jor WET are deemed appropriate by <br />the Division, chronic instream dilution as represented by the chronic 1WC is critical in determining whether <br />acute or chronic conditions shall apply. For those discharges x~here the chronic IWC is greater than (>) <br />9.1 %, chronic conditions apply, where the IWC is less than or equal to (~ 9.1 acute conditions apply.
