Stormwater Management Plan <br />i'M'::s:~:::i.'S'.f.Y.'..'^Y.:YYSJ:tl'.".o`.".u"7GS.•....n;:F:C.:::KC~a:.:ia:R..k':'S::S.'::a:~::::a~::5^:5:.~: <br />.~ ....~.~.....~..;........~s:::F:::~f::;.,.'.RSF2.:::'L:(:S::i.'in:::5.':.':a:; <br />... ~. .~ ~........... b:)::S'.:'~::. ~'..: <br />..'Y..:::F:F:F <br />:F:.::i::::>:.::..x.:a .w:lu <br />Introduction <br />Kaiser Steel Resources is required to develop and implement a Stormwater Management <br />Plan (SWMP) for its Reclaimed Chimney Rock Coal Mine in Archuleta County, Colorado <br />to comply with the NPDES Permit issued for the site. The NPDES Permit Number is <br />CO-G-850034. The SWMP requires Kaiser Steel Resources to coordinate Best Management <br />Practices to reduce or eliminate pollutants reaching state waters from areas not limited by <br />effluent limitations. Kaiser Steel Resources is required to submit the SWMP to the <br />Colorado Department of Health for review within six months after the date of certification. <br />This SWMP includes the following elements: an introduction to the SWMP; general <br />limitations for discharge; map of the affected areas; Stormwater controls; schedule of <br />activities; plan availability; statement of certification, personnel responsible for Stormwater <br />materials containment; effluent limitations and monitoring requirements; reporting; sampling <br />and analysis methodology; records; and best management practices; and an appendix <br />containing Discharge Monitoring Reports. <br />Kaiser Steel Resource's SWMP focuses on incorporating a variety of activities into the Plan. <br />The most important element of this SWMP is the complete and total reclamation of the <br />7 Chimney Rock Coal Mine under the requirements and regulation of the Colorado Division <br />J of Minerals and Geology, reducing or eliminating pollutants from reaching the waters of the <br />U.S. or the State of Colorado. While four Stormwater runoff outfalls remain on the site, <br />J infrequent Stormwater discharges have occurred at the Reclaimed Chimney Rock Coal Mine. <br />Kaiser Steel Resources, SWMP will provide analysis of Stormwater discharge (if any) and <br />will use the common sense approaches such as preventing other pollutants from getting into <br />Stormwater, accomplished by project personnel who are knowledgeable about the Reclaimed <br />Chimney Rock Coal. <br />General Limitations for Discharge <br />Since all surface facilities at the site have been reclaimed, Kaiser Steel Resources will not <br />discharge sanitary waste, floating solids, and will not add chemicals to its Stormwater <br />discharge, if any. <br />1 <br />
