• Monument View Gravel Pit • <br />FILE #: M-2000-032 <br />SUMMARY RESPONSE TO STATE COMMENTS <br />DATED ]une 1 b, 2000 <br />Question ,4`l 1 - With a stated 68,000 cubic yards of fill stockpi/es on site during the life of the <br />operation, the Division assumes that an additional T2, 0000 cubic yards of material must be <br />imported to meet the fi//requirement that averages 140, 000 cubic yards. <br />RESPONSE: An area restriction of three acres will require 75,000 CY (3 acres @ 15' <br />depth average) to reclaim the site, assuming all of the overburden is placed back. 18,600 <br />tY will be assumed to be stockpiled on site, and the remaining 56,400 CY of fill will be <br />imported fill, from the Persigo Gravel pit site. <br />Question ,4'15 -Topsoil stockpi/es in p/aced for more than one year must be stabilized against <br />erosion. P/ease indicate if a temporary seed mix wi// be used for this purpose, or if the redamation <br />plan seed mix wi// be used. /f a temporary seed mix is to be used, please specify its make up. <br />RESPONSE: The seed mix to be used will be the reclamation seed mix specified in the <br />permit application. <br />Question #19(Part 1 J -Because of anticipated excessive compaction of the backfi//material, and <br />the thin layer of proposed rep/acement topsoi/, please include a task in the rec/amation p/an for <br />deep tilling of the fill prior to topsoil replacement. <br />RESPONSE: Deep tilling has been added to the project reclamation requirements, and a line <br />item has been included in the reclamation cost estimate. <br />Question ,4'I 9 (Part 2J - It appears that 25 acres is the maximum acreage requiring topsoi/ <br />rep/acement at any time during the operation (Page 4 of mining plan)... 10 acres of fi/l behind the <br />pit, a three aae pit area, a 10 acre processing/stockpiling area, a 1 acre road, and 1 acre settlement <br />pond. /f this is correct, p/ease modify the rec/amation p/an according/y. <br />RESPONSE: The maximum area requiring topsoil placement will be 15 acres. The <br />excavation pit area, processing areas, 1 acre road, and settlement ponds are included in this <br />15 acre area. Please note that for reclamation cos[ purposes, mulching, seeding, and <br />fertilizing were assumed for the entire project area. This assumption was made to assume a <br />worst case scenario. <br />Question .4`l 9 (Part 3J -Because topsoi! is salvaged at a 4"average depth, the reclamation plan <br />and cost estimate shou/d specify an average replacement depth of 4 inches. /f, in the course of <br />importing fi// to the site, the operator obtains any material that is of better qualily for use as a <br />growth medium than the salvaged topsoi/, the imported soi/should rep/ace the equal amount of <br />stockpiled topsoi/ and the rep/aced soi/shou/d be used as back(//. <br />RESPONSE: The documents have been revised to reflect an average of 4" of topsoil <br />placement.
