•
• Revision p I - Pnge 10 ul'}0
3.1.1 Public Use
The owner will not to allow public use of the permit area for recreation
purposes.
3.1.5 Reclamation Measures -Material Handling
(I .) Reclamation grading for this project will be performed in accordance with the
Exhibit F drawings included with this application. The reclamation plans will
restore the site to essentially apre-mining topographic condition, and planted
with Jose Tall Wheatgrass, Alkali Sacaton, Western Wheatgrass, and Galleta.
(2.) Backtilling will be accomplished using existing site overburden, and imported
inert fill materials. Backfill areas will be compacted to minimize settlement.
No hazardous fill material will be used at the site.
(3.) Runoff generated within the project site will not be permitted to be released
offsite. All grading will be such [hat all work areas will drain towards the
retention pond located a[ near the west property boundary. All mined areas
will be backfitled and compacted to the grades specified in the reclamation
plan map.
(4.) The permit area will be progressively mined and backfitled. The overburden
material removed as mining progresses across the site will be used as backfill
material, in addition to imported inert fill, behind the active sand and gravel
mine highwall area. The excavation pit area is limited to no more than 3 acres
at any one time. Deep tilling, topsoil placement, mulching, seeding, and
fertilizing work will commence when a maximum often acres is available to
work. The work for on the 10-acre area will require nvo months to complete.
(5.) No refuge, acid forming, or toxic producing materials are expected to be
encountered during this operation. If these materials are exposed. they will
be addressed in accordance with the Slate of Colorado requrements
(6.) All drill and auger holes [hat are par[ of the permit area will be removed during
the sand and gavel mining process.
(7.) The site will be backfitled to essentially the pre mining condition. There are no
lakes or ponds on the site. except for the stormwater retention pond
constructed at the west propem line. The retention pond must remain [o
address site stormwater runoff.
(8.) No agriculture or horticulture use is expected at the site.
(9.) Imported backfill material will be required for this project. The Ciry of Grand
Junction has also placed requirements similar [o the Stale of Colorado's
"inert" fill material requirements specified by the State. The Operator will
provide the State the notification required by this section, and use inert fill
material.
(10.) All surface drainage within the project site will be graded such that it will
drain towards the retention pond constructed along [he west property line.
(11.) No unauthorized releases of pollutants to groundwater are expected from this
project.
3.I.ti. Water
(I) The groundwater, which will be pumped out for the sand and gravel mining
operations, is poor quality. The operator has received approval from the State of
Colorado for the pond area. A water augmentation plan is not required for this site.
The applicant will also be required to monitor groundwater discharged from the site
in accordance with the State of Colorado Discharge requirements. Settlement ponds
constructed as part of the mining operation will be removed during site reclamation
work.
