A road will exist from the <br />stockpilelprocessing area to either Area "A" arxilor Area "C". The road is to be fatty contained with in <br />the pemvtted area arx! will rx>t exist with arty ~ the set back arms. The spedBc location of arty said <br />road is subject to the exgvation of the materials within Area "A". The location of said road will vary <br />overtime. <br />Paragraph 2 of page 3 of your letter. We adcrrowAedge that the depth of the out side txxrndary 3.0 to <br />1.0 sloped arm is to be 12 feet This to account for the 20 to 24 inch water depth. This is a drange in <br />the statements conained with in the oril~nal applicetion and the letter of March 6, 2002. <br />Paragraph 3 of page 3 of yourletter. We acknowledge that because this location will be excavated in <br />stages, that the bond requiremerds will Mange as these stages are implemented. <br />Paragraph 4 of page 3 ~ your Imo. Topsoil, noted with in the appligtion and the March 6, 2002 letter <br />is the plan to complete nr4jor portions of the redarrring process as an ongoing item. Example. upon <br />completirx~ the out side boundary 12 foot depth, 3.0 to 1.0 sloped areas, they will be reclaimed. The <br />topsoil will be resumed to these areas, they will be seeded and planted. As such these areas will be <br />reclaimed with in a few months of excavation. We acknaMedge that based on timing of expvation of <br />these areas that some reclaiming activities could take up to 12 months. This due to seasonal dianges. <br />Further, uve advro~nAedge that Borne amount of topsoil will be required to reclaim those areas rxrt with in <br />the Uourxiary areas. As such we will store said topsoil (see letter of March 6, 2002) 0.5 mules to the <br />east of the permitted arm. Said location is on Seatrorse Rarxtr property. The topsoil will be stored <br />such that no one slope of the stored material will exceed 2.0 to 1.0. This material will Ue sceded with <br />grass seed (see letter of March 6, 2002) to prevent erosion. This area and its stored material will fall <br />with in the Seahorse Ranch weed control program. Note: The Seahorse Ranch has established a <br />weed control program for the purpose of annually redrx;irg the weed infestation that is common to the <br />Gunnison, Cdorado area. In addition to having purchased backpack sprayers, the ranch has <br />purchased 250 gallon and 1000 gallon pull type field sprayers. At present the ranch uses "Round Up" <br />weed kills materials. NO topsoil will be stored with in any set back area. All set Back areas are to <br />n?main undisturbed. <br />Exhibit F - Reclamation Plan (Rule 6.4.5): <br />Grass seed mbc is specificalty c~led out in our letter of March 6, 2002. The specific mbc, i.e. blend, of <br />these grasses may vary. For the past 12 years the Seahorse Ranch has worked vuith the local soil <br />conservation district and various seed suppliers. This to produce an acceptable blend of grass seed <br />that meets the needs of this ranch property. At present we have a blerW ttrat is in trial. The out come <br />of this blend will be determined during the next 24 months. At present d is expelled that some degrees <br />of change to this mix will take place during this time period. In any event, the grass mac that is <br />developed through this ranch progrmn is that which will be implemented in the reclamation program. <br />As to the amount of seed to be applied to a given acre. For any acre that does not already contain hay <br />field grasses, at present, we apply beMreert 15 and 16 "pounds of pure live seeds per aae". All <br />seeding of grass mix shall be completed using a "broadcast method". All seeding of grass moc shall be <br />done during the fall of a given year, and shall be fumed in to the topsoil using hamrnr implements. <br />Paragraph 7 of page 3 of your letter. NO mulch shall be used with in the Seahorse Ranch. This <br />reclamation plan does not pll for the use of rrru~h any where. It is the finding of the ranch that mulch <br />applications with in the Gunnison area is a major eartritxdor to the current weed infestation to the area. <br />As such no mulch of any kind will be used on SeaFmrse Ranch properly. <br />Paragraph 8 of page 3 of your letter. Weed control of all reclaimed areas will fall under the weed <br />corrtrol program established b7r the Seahorse Ranch, see above. <br />
