Long <br />FROM: Harry ~~ <br />' V <br />, <br />Posey ' o~~~:ian ouenor <br />RE: Neglected iNine, Permit No. M-81-165 <br />The following memo Erom Mine Development, Inc. outlines MDI's <br />assessment of what they need to test for in surface waters and <br />groundwater (adit drail7age). I concur with their parameter list. <br />The question for you is whether they can evaluate baseline water <br />quality using data co:Llected over a 9 month period rather than 15 <br />months. The mine is at high altitude, at the end of a road not plowed <br />in winter, so collecting winter data is not practical (perhaps not <br />reasonable). If they start sampling now, which they are doing, they <br />will be able to get one other sample prior to winter, but then will not <br />be able to sample again prior to early summer next year. As they want <br />to begin mining next stilmmer, they would like to request that sampling <br />omit the winter season, and be compressed to a 9 month period August to <br />May. I indicated this was a decision for you, and that I would suggest <br />that it is probably appropriate from a physical perspective. <br />There are other factors to consider - namely whether the surface <br />discharges are an adequate characterization of baseline groundwater <br />quality, and whether the mine could affect groundwater at this <br />discharge - and these a:re apparently being addressed by Steve Shuey in <br />Durango. But insofar as the groundwater characterization is concerned, <br />it seems that their proposal would adequately cover the situation. <br />Please let me know you opinion, and I will contact the operators or <br />Steve so they can move forward. <br />cc: Steve Shuey <br />Jim Pendleton <br />
