<br /> <br />sustaining vegetation when that process begins. Topsoil stockpiles will <br /> be maintained to minimize erosion. The stockpiles will be located in <br /> areas where disturbances by ongoing mining operations will be at a <br /> minimum. The topsoil will be handled as little as possible until it <br />' is replaced in disturbed areas. The operator will take measures necessary <br /> to insure the stability of the replaced topsoil on graded slopes; whenever <br /> possible activity will be kept on the contour. The soils will be spread <br /> as evenly as possible. Fertilizer and other soil amendments will be used <br /> as needed in the reclamation plan. <br /> The current landowner has requested that portions of the reclaimed <br /> land be returned to agricultural uses (i.e., winter wheat). In these <br /> s <br />' areas, the topsoil will be. returned and smoothe <br />. The landowner will <br /> then prepare and plant the soil as he deems necessary. <br />' In areas not used for agriculture purposes, revegetation will be <br /> carried out in such away as to establish a diverse, effective and <br />' long-lasting vegetative cover that is capable of self-revegetation <br /> without continued dependence on irrigation, soil amendments or fertilizers. <br />' The plan is designed to create a vegetative cover of the natural vegetation <br /> of the surrounding area. Seed will be drilled wherever possible. Where <br />drilling is not possible, seed will be broadcast. <br />Revegetation Program. The topsoiling program discussed earlier and <br />the revegetation program were based on recommendations by Tony Puga. Mr. <br />' Puga, who is with the Soil Conservation Service in Elbert County, prepared <br />a study of this area's existing soil conditions and present vegetation. <br />In the areas not used for agricultural purposes, the planting will <br />be done between November 15 and May 15. The following seed mixture will <br />' be drilled to a depth of between one-half and three-quarters of an inch <br />except in inaccessible areas. Rates will be doubled when seed is broadcast <br />in the inaccessible areas. Seed will be broadcast into rough soil and then <br />smoothed to some degree, but not totally. The rates below were recommended <br />by the SCS. <br /> <br />' -14- <br />
