store items such as casing, drill pipe, and methane exhausters close to the work aeeas is
beneficial to both the USFS and MCC. During inclement weather periods, access on the
temporary roads with heavy loads is difficult, dangerous, and time consuming. Having the
material close at hand will minimize road damage and delays to the drilling.
Surplus supplies, debris, and equipment will be removed from the staging areas
once it is no longer needed. Wintertime storage of supplies including waterline, casing,
valves, and fittings is requested. The location of the wintertime staging area storage site
will be determined with the responsible USFS representative.
MCC proposes the following existing sites as staging aeeas:
22-03
24HG2E27XC(Fire hole)
19-07/08
The requested staging azea locations aze provided on the attached Map 3. MCC
will field locate the staging areas and the placement of the drill pads with approval by the
responsible USFS representative. The staging azea at 24HG2E27XC will be reclaimed as
the last pad at the end of the Reclamation Project.
RECLAMATION PLAN
Reclamation activities of pads and roads will be performed when it is decided by MCC
that the drill holes aze not performing their intended purpose or aze no longer needed for
venting operations. As roads and pads can be downsized to accommodate operation of
the exhausting blowers, MCC, will to the extent possible, conduct contemporaneous
reclamation. MCC plans to reclaim up to nineteen pads and approximately three and a
half miles of project roads over Panels 22-24 and a portion of Panel 17, during the
summer and early fall. These locations are shown on the attached Map 4. Plans aze to
plug and abandon all of the drill holes in late-May, early-June. Then all of the road and
pad aeeas will be reclaimed beginning at the eastern edge of the panels and working
towazd the west. It is anticipated that this work will require approximately 16 weeks. All
reclaimed roads will be obliterated in accordance with the requirements of the Forest
Service Decision Notice and Finding of No Significant Impact, May 31, 2002, Appendix
A, Conditions of Approval, Items 49 and 54.
Upon completion of each phase of activity at a given site, all debris, trash, and
drilling related equipment, or de-gas housing will be removed from the site.
1. When the mud pit or pits aze sufficiently dry, they will be filled with stored
soil material and compacted to minimize any settling. Drying of the mud pits
may be accelerated by pumping off the drilling fluids for use as dust control
on the temporary roads.
2. A backhoe and a bulldozer will redistribute material on and around the drill
pad to achieve as closely as practicable the original contour of the site. The
azea will then be ripped or scarified to leave an uneven surface.
11
