The approved Special Use <br />Permit is attached to in Section 2.05.3(3), Attachment 2.05.3(3)-8. <br />In the year 1999, the pit reached the eastern edge of 2700 Road, from which the pit would turn <br />north and cross BB Road. Once the Worthen limit of this block was reached in Cut 64, the pit would <br />turn west and mine through 2700 Road. In order to make this turn, a turn slot was needed which <br />is basically an open area at pit bottom left along the east edge of 2700 Road so that when the north <br />boundary was reached, this area was available to move the equipment into to allow the pit to move <br />west. This turn slot is described in detail in Section 2.05.3(3) Mine Facilities and also is shown in <br />detail on Map 2.05.3 (3)-2 Variance to Leave Turn Slot. As of the Mid Term Review of 2006, all of <br />this area has been backfilled to approximate original contour and no future turn slots will be <br />needed. <br />In year 2000, County Road BB was removed by mining and the temporary replacement detourwas <br />built. In 2001, mining encountered the West Lateral Ditch. As of July, 2002, the mine was operating <br />in cuts 53 through 58 as shown on Map 2.05.3-1. This encompasses the full operation sequence <br />from topsoil stripping, overburden blasting and stripping, coal removal, backfilling and soil <br />replacement. Prior to that, a detailed engineering plan was developed to place the water in a <br />• ~ temporary pipeline which will be moved to the approximate original location, once the site is <br />reclaimed. The temporary location is shown on Map 2.05.3-1 and the final location as shown on <br />the final topography map -Map 2.05.4-2. <br />The pipeline is of thick high density polypropylene (HDPE) and was designed to handle 32 cfs, a <br />flow much greater than the existing 20-25 cfs currently carried in the ditch. W FG diligently worked <br />on the design in order to ensure that the CC Company will be provided a long term supply of water <br />that is equal or better than their current supply. The plan also ensures that no downstream user <br />will be interrupted at any time, since the work was done in between irrigation seasons. As of the <br />Mid Term Review of 2006, the HDPE pipeline has been in place for years and has not had any <br />significant problems. Alf users are happy with the pipeline. This is also true of the BB Detour Road. <br />As of the Mid Term Review of 2006, mining has continued west of the 2700 Road. BB Road and <br />2700 Road are planned to be restored to their original locations by 2008. The agreement in the <br />Special Use Permit plied for the allowance of two years of settling of the overburden before the <br />roads were re-paved. <br />All roads, buildings, ponds, culverts, ditches and other structures associated with the mine <br />operation are discussed in Section 2.05.3(3) Mine Facilities and its many attachments.
