PARTI <br />Page 23 <br />Permit No. COG~i00000 <br />C. MONITORING REQUIREMENTS (con.) <br />2. Phosphorus <br />Total Phosphorus (as P) monitoring is required for facilities which discharge into the following <br />drainage basins: Cherry Creek basin, Chatfield Reservoir upstream of the USGS gage az Wazertoa <br />and on Plum Creek, Dillon Resrnoir basin (i.e. Tm Mile Creek, Snake River, Blue River, all <br />tributaries to the Dillon Reservoir), and Bear Creek basin. The Division also rrserves the right <br />to include phosphorus monitoring for nay receiving waters thaz may lazer inter into phosphorus <br />monitoring requirements. If phosphorus monitoring is a requirement of the permit than it shall <br />be included within the terms and conditions of the individual Certificazion Rationale of the permit. <br />Additional monitoring for phosphorus shall be included on the (DMR) apd shall be subjcet to the <br />permit's monitoring and reporting TMw; +i**r+~+«. Phosphorus sampling shall be on a monthly basis, <br />taken as a grab sample. <br />3. Monitorine Exemption <br />Facilities that discharge less that 5 gpm for periods of less than one hour, or discharge less than <br />a [oral of 300 gallons tray be allowed to discharge without the ,v~mri.nnnnt of sampling and testing <br />the discharge. This exemption is dependant on the Division finding thaz negligible pollutants will <br />be produced from the discharge cad thaz the BMP plan described in Part I.F.S. will be followed. <br />A written report must be submitted to dte Division detailing the following information: <br />a. The date, type, exact location, flow rate, total volttme, and duration of discharge; <br />b. Best Management Practices used during the discharge, and; <br />c. Any other observations which may result in as impact on the quality or quantity of the <br />discharge as indicated in 40 CFR 122.44 (i)(1)(ili). <br />This report must be submitted in the manner described is Pan I.E.6. <br />4. Additional Monitorin¢ <br />The Division reserves the right to request further monitoring of any pollutants outside of the <br />requirements of this permit to ensure that the condition of the general permit are met or m <br />measure the effectiveness of the BMP's in removing pollutants in the effluent. <br />D. DEFWITIONS <br />1. "BETX" shall be measured as the sum of benrrne, ethylbeazeoe, toluene and xylmes. EPA <br />methods 502, 602, 624, 1624, 8020, 8240, or 8260 shall be used for the m~"~~*ement of coral <br />bettzene, ethylbenzeae, toluene. and xylmes including ortho-, meta-. and porn-xylene. <br />2. A 'composite' sample, for moniWring requirements, is a minimum of four (4) grab samples <br />collected az equally spaced two (2) hour iatrnals cad proportioned axording to flow. <br />3. A "COntina0U5" *^^'~~*~'^'^', for flow monitoring requirements. 15 a m~n~TS~^^^I Ob[ala0d frOID <br />an automatic recording device which continually measures flow. <br />4. 'Geomaric Meant". For fecal coliform bacteria conceahation, the scum ('n day and thirty (30) <br />day averages shall be determined as explained in definitions 10 affi 11 below, respectively, except <br />- that the geometric mean shall be used instead of the arithmetic mean. For sample calmlatioa see <br />V.B.2. of the permit rationale. <br />5. A 'grab' sample, for monitoring ~+t~+~«, is a single 'dip and take' sa~rle. <br />
