No article, machine, equipment or process shall be used to conceal an emission which would otherwise <br />constitute a violation of an applicable standard. Such concealment includes, but is not limited to, the use <br />of gaseous diluents to achieve compliance with an opacity standard or with a standard which is based on <br />the concentration of a pollutant m the gases discharged to the atmosphere. (§ 60.12) <br />ii.. Written notification of constmction and initial startup dates shall be submitted to the Division as required <br />under § 60.7. <br />iii. Records of startups, shutdowns, and malfunctions shall be maintained, as required under § 60.7. <br />iv. Written notification of opacity observation or monitor demonstrations shall be submitted to the Division <br />as required under § 60.7. <br />v. Compliance with opacity standards shall be demonstrated according to § 60.11. <br />vi. At all times, including periods of start-up, shutdown, and malfunction, the facility and control equipment <br />shall, to the extent possible, be maintained and operated in a manner consistent with good air pollution <br />control practices for minimizing emissions. Determination of whether or not acceptable operating and <br />maintenance procedures are being used will be based on informtation available to the Division, which may <br />include, but is not limited to, monitoring results, opacity observations, review of operating and maintenance <br />procedures, and inspection of the source. <br />• A copy of the complete applicable subpart(s) is attached. <br />10. Construction of the overland conveyor system, to transport coal from the primary crosher [o secondary crosher, shall <br />commence within 60 months of the date of issuance of this permit. If commencement does not occur within the stated <br />time the pemtit for this emission source will expire on Febmarv 5. 2002. This extended period (as compared to the <br />normal 18-month period) is granted considering the facility's specirc request based on the long term planning. <br />(See General Condition No. 6., Item 1 on the reverse side of the first page of this permit.) <br /> <br />Date of actual commencement of construction shall be communicated to the Division within ten (]0) days of such <br />commencement. A start up notice shall be sent at least thirty (30) days prior to the start up of operation, and within one <br />hundred eighty (180) days of startup, a compliance certificate shall be sent <br />081!0007/999 <br />
