Visible emissions shall not exceed twenty percent (20%) opacity during normal operation of the source. During periods <br />of startup, process modification, or adjustment of control equipment visible emissions shall not exceed 30% opacity for <br />more than six minutes in any sixty consecutive minutes. Opacity shall be measured by EPA Method 9. (Reference: <br />Regulation 1, Section II.A.1.& 4.) <br />5. The total facility activities resulting in emissions ofnon-fugitive particulate matter (also referred as process emissions) <br />shall be limited by the emission limits specified in Condition No. 7, and all other activities, operational rates and numbers <br />of equipment as stated in the application. Throughpuu indicated on Attachment A are not limits, but given to indicate <br />the level of activities at the overnll process rate limits specified under Condition No. 6. Records of the actual activities <br />and emissions of criteria (fugitive and non-fugitive particulate matter and particulate matter less than 10µm [PM,°]) non- <br />criteria reportable /hazardous air pollutants shall be maintained by the applicant and made available to the Division for <br />inspection upon request. Such records shall, at the minimtun, contain the details given in Attachment D. <br />6. This facility shall be limited to a maximum production rate as listed below and all other activities, operational rates and <br />numbers of equipment as stated in the application. Records of the actual production rate shall be maintained by the <br />applicant and made available to the Division for inspection upon request. <br />Extraction of coal from the open pi[ mine shall not exceed 9,000,000 tons per year, and 88,000 tons per day. <br />7. Emissions of air pollutants from non-fugitive emission sources (also referred as process sources) shall not exceed the <br />following ]imitations (as calculated in [he Division's preliminary analysis): <br />Particulate Matter : .....................54.2 tons per year and 1,060 pounds per day. <br />Particulate Matter < 10 µm (PM,°): ........26.5 tons per year and 517 pounds per day. <br />• The daily emissions shall be detemrined as follows: <br />a. By the end of the month following the month of extraction, <br />b. Applicant shall use the total monthly coal extraction amount to calculate the Monthly Particulate <br />Matter, and Monthly Particulate Matter< 10 um (PM 10) emissions. <br />c. Applicant shall then divide the monthly coal extraction amount, the Monthly Particulate Matter <br />emissions, and Monthly Particulate Matter< 10 um (PM 10) emissions by the total number of days <br />during that month when coal extraction exceeded 2000TPD, to arrive at the Average Daily <br />Extraction, the Avernge Daily Emissions of Particulate Matter, and the Average Daily Emissions of <br />Particulate Matter< 10 um (PM 10). <br />d. Compliance with the daily extraction tutors identified in condition 6, and the daily emission limits <br />identified in condition 7, shall be established when the Average Daily Extraction does not exceed <br />88,000 tons per day, the Average Daily Emissions of Particulate Matter does not exceed 1,060 pounds <br />per day, and the Average Daily Emissions of PM10 does not exceed 517 pounds per day. <br />u <br />081/0007/999 <br />
