Page ] 3 <br />Colorado Department of Public Health and Environment <br />' Construction Permit Air Pollution Control Division <br />COLOWYO COAL COMPANY, L.P. <br />Permit No. 95-MF-1040 <br />• Final Approval -Modification-4 <br />Coal Cmshine Facili[v <br />Coal will be hauled from the various mining areas in haulage trucks to the primary crosher facility as shown on the Existing <br />Structures -South Map (Map 22). Following primary crashing, the coal is hauled to the Gossard Loadout facility, as shown <br />on dte Existing Stmctures - North Map (Map 21). <br />The coal crushing and conveying operations at the primary crosher and the Gossazd Loadout have been equipped with a water <br />spraying system at all coal transfer points. Afour-sided enclosure has been installed on the truck dump at the primary crusher <br />to prevent excessive dust emissions. The secondary crosher at the Gossard Loadout has bag house to control coal dust <br />emissions. A stacking tube with metal doors is also used to minimize coal dust emissions at [he 100,000 ton crashed coal <br />stockpile. The air quality control measures at the coal crashing handling and loadout facilities have been approved by the <br />Colorado Department of Health, Air Pollution Control Division. <br />Colowyo maintains several aeeas for coal storage neaz the shop facilities and also near the Gossazd Loadout. Inactive storage <br />piles have been sloped, compacted and sealed with a chemical crusting agent to prevent wind erosion and spontaneous <br />combustion. If coal dust becomes houblesome in the active coal storage piles, a mobile water truck with a high pressure <br />pump and nozzle is available for dust suppression. <br />No thermal dryers aze used in the coal crushing and handling facilities. <br />Disturbance <br />Colovryo, in as much as practical, minimizes t}te area of land disturbed at any one time. Topsoil is removed only to the extent <br />necessary to accommodate the mining operations. Through the mine plan, the rehandling of both topsoil and overburden is <br />kept to a minimum. Reclamation of distwbed areas will commence as contemporaneously as possible. <br />As necessary, a mobile water truck will be assigned to work in topsoil or overburden'removal operations to keep any dusty <br />conditions under control. Planting of special windbreak vegetation in the permit area is not planned. <br />Blastin <br />Sequential blasting is utilized as a standazd practice to reduce the amount of unconfined particulate matter produced. <br />Complete blasting information is set forth in Section 2.05.3 and Sections 4.08.1 through 4.08.6. <br />END OF ATTACHMENT C <br /> <br />081/0007/999 <br />
