Page 12 <br />Colorado Department of Public Health and Environment <br />Construction Permit Air Pollution Control Division <br />COLOWYO COAL COMPANY, L.P. <br />Permit No. 95-MF-1040 - <br />• Final Approval -Modification-4 <br />ATTACHMENT C <br />(These control measures are extracted from Permit No. C-81-019, November 5, 1992, issued by Colorado Division of <br />Minerals and Geology, and amended on August 29, 1997) <br />2.05.6 Mitieation of Surface Minine Ooeration Impacts -Air Pollution Control Plan <br />Colovryo maintains fugitive dust control measures as an integral part of a]] mining and reclamation activities. Presently, <br />Colowyo operates under numerous Emission Permits issued from the Colorado Department of Health, Air Pollution Control <br />Division, as more particularly described in Section 2.03.10. Copies ofall applicable emission permits issued by the Colorado <br />Department of Health are contained in Exhibit 8, Au Quality Information. Colowyo conducts air quality monitoring a[ [he <br />site in accordance with the requirements of dre emission perrrtits. <br />The principal fugitive dust control practices employed by Colowyo are as follows: <br />Roads <br />Colowyo employs a dust suppression program for in pit roads and other unpaved roads which primarily involves periodic <br />watering. Four mine water trucks run periodically as needed over the roads wetting down any dusty conditions. During the <br />dryer months of the year, the water trucks will wet down the roads which are being utilized a minimum of two or three times <br />per shift. If detemuned to be necessary as an addition to periodic watering, a chemical dust suppression agent may be used <br />during the dry months on the primary in pit roads. To this date, however, chemical stabilization of the unpaved in pit roads <br />has not been successful for more than a short period of time due to changing weather conditions and the use of heavy 170, <br />190, and 240 ton haulage tracks. <br />Colowyo has surfaced "in-pit" roads with gravel or crushed rock; however, no roads in the pit area will be paved with asphalt. <br />Asphalt could not sustain the enormous weights of the haulage equipment currently in used. Likewise, crawler equipment <br />would rip the asphalt surface causing an extremely hazardous condition for all equipment and personnel. All roads in the <br />minting operation will be constantly maintained by a motor grader, scraper, or robber tired dour to remove aoy coal, rock, <br />or any other debris. Smooth and clean road surfaces are essential for not only minimizing dust, but also for allowing efficient <br />and economic use of haulage equipment. <br />The haul roads have been paved with asphalt to provide for emission control. The paved roads include approximately five <br />miles of road from State Highway 13/789 to the main office building, the road from the main office building [o the Gossard <br />coal loadout, and the road from the shop facility to the Gossard coal loadout. <br />A strict speed control will be implemented for all roads to control dust. Speed limits have been set to 45 mph in the pit and <br />45 mph on the paved haul roads for all haulage equipment. <br />Most haul road embanlmtent slopes and adjacent areas have been mechanically stabilized and seeded with a mixture shown <br />in Table 7, Reclamation Seed Mixture. Mechanical stabilization has consisted of furrowing, chiseling, "cat tracking" and <br />mulch, depending on accessibility to the slopes. <br />No travel of unauthorized vehicles will be allowed on anything other than established roads. All overburden haulage <br />equipment will be restricted only to appropriate roads. <br />Colowyo does not plan to cover any of the haul tracks because the roundtrip between the coal crashing facility and the active <br />mining area will be relatively short, and the loaded tracks will be moving slowly. Also, care will be taken by [he front-end <br />• loader or shovel operators no[ to over{ ll any of the haul tracks so as to cause excessive fugitive dust. <br />081/0007/999 <br />
