<br /> <br />5. The County imposed condition that the operation be completed <br />on or before July 20, 2002. If the operation is not expected <br />to be completed on that date, an extension of the County's <br />approval will be processed during the spring or early summer <br />of 2002. <br />6. The County requirement for a "Notice to Proceed" from the <br />County prior to the start of operations and of each phase. <br />7. The County requirement that the County has reserved the right <br />to impose dust abatement procedures on the two miles of County <br />gravel road, if the County Public Works Department feels they <br />are necessary if traffic becomes excessive. <br />8. The County imposed hours restrictions of from 6:00 A.M until <br />10:00 P.M. seven days a week along with the County provision <br />to allow extended hours upon approval of the Planning <br />Director. <br />9. The restriction on any washing of sand, until such time as a <br />legal source of water is available. <br />On the last condition, the applicant has changed the proposed <br />source of water source for sand washing and dust control to a <br />Laramie Fox-Hill well, and has applied for well permit. The well <br />will also be used to supply water for the watering of stockpiles <br />and the access road to control fugitive dust emissions <br />Once the MLRB has approved the application, the County has asked <br />for me to provide a revised booklet that incorporates the above <br />conditions including other permit applications (NPDES, Well Permit, <br />etc.), the reports on which some of the changes or additions were <br />based, and a copy the MLRB's approval letter along with copies of <br />the financial and performance guarantee to the MLRB. This booklet <br />will also be provided to the applicant, and if you'd like, I can <br />also provide such a combined booklet to the MLRB.
