• • Page 2 <br />3) According to the lease, reseeding must be done under the recom- <br />merclation oP the surface managers, the Bureau of Land Ianagement. <br />Therefore, Cotter is obligated to use the seed mixture recommended <br />by this agency. <br />4) All pre-existing structures, including roads, must be left <br />intact and restored to their original state at the cessation <br />oP mining. <br />B. All surface facilities including buildings, pipes, machinery, tanks, <br />powder magazines, etc., will be removed and properly disposed of unless <br />this action would be in conflict with the Department of Energy lease <br />discussed in 5-A. <br />C. Under Reclamation Performance Standards - Grading, delete the <br />sentence, "Slopes will approximate a 2:1 grade and will not exceed <br />the natural angle of repose of the waste material." Add, "The angle <br />of regraded slopes will not be conspicuously different than the angles <br />oP slopes in the surrounding terrain." That is regrading will be <br />carried on so as to blend in the affected area with the surrounding <br />topography as well as possible without creating unneccesarily high <br />safety, erosion, etc., hazards. The waste dump area to the east <br />and portions between the trailer house and office building which are <br />on different levels will be graded. <br />D. Those roads which are considered to be pre-existing and will not <br />be reseeded are shown on the Exhibit C-2 map. If none are marked <br />as such, all roads claimed as affected acreage will be reseeded. <br />E. Further consultation with the Bureau of Land Management has resulted <br />in a slightly different seed mixture, considered to be more than <br />adequate by this agency. There are two alternatives to the question_of what to do with the <br />cribbing to the west of the storage shed area: Leaving it up and <br />grading the waste dump into the bench to the south which it helps <br />retain or taking it down before grading, which may increase erosion <br />of the bench area. Either method is possible and the Bureau of <br />Land Management has not said how they would like it done. Perhaps <br />the Board would care to comment, if in Pact, this is a major point <br />in the relamation plan. <br />G. Money has been allocated in the proposed Western Slope Operations <br />budget for test plots. Hopefully, such factors as most advantageous <br />species, seeding rates, fertilization, mulching, etc., can be experi- <br />mented with using mine dump material as a growing medium. All <br />revegetation methods, mixtures, etc., are subject to change via <br />technical revision if better methods or mixtures are found either <br />through these test plots or in the industry in general. <br />
