Coulson Excavation Company Inc. -Stroh Gravel Pit <br />Exhibit E -Reclamation Plan <br />Reclamation will restore the disturbed area in the north zone back to its original topography and <br />enhance that azea to make it suitable for Preble's meadow jumping mouse (Zapus hudsonius <br />preblei), (PMJNl) habitat. Additionally, reclamation will convert the mined-out areas in the south <br />zone to water storage ponds (reservoirs). It is anticipated that there will be two ponds occupying <br />a total azea of approximately 63 acres (See Exhibit F). <br />Surrounding Land Use <br />The affected land (mining cells, sediment ponds and stockpiles) in the north and south zones will <br />be reclaimed. The land is currently zoned for farming (FA) and post mining land use will consist <br />of enhanced PMJM habitat and developed water resource. <br />Current land uses within the proposed pit azea include farming, mining, transportation and rural <br />residential. Land uses"surrounding the permit azea include agriculture and mining. <br />Reclamation Sequence and Timetable <br />One cell in the north zone will be mined each year during the dry season (October 15 -April 15) <br />and reclaimed before the end of this period. At this time, each annual cell will be backfilled to <br />original ground surface elevations. This method will be used for each cell in the north zone over <br />the mine life. <br />Reclamation will occur in the south zone beginning with backfilling overburden around the <br />perimeter of the pond azea to be constructed in Cell 1 (See Exhibit F). Backfilling will create a <br />slope of approximately 2:1 that will become the pond wall slope. This will occur following the <br />completion of all gravel extraction in Cell 1. Approximately 50,108 yd3 of shale will then be <br />ripped from the bottom of Cell 1 and pond liner construction will proceed as described in the <br />"Pond Liner Design and Specification" section herein. The remainder of Cell 1 will ultimately <br />become a l 5-acre pond. <br />Following completion of mining in Cells 2 and 3, the perimeter of the pond area to be <br />constructed in Cells 2 and 3 will be backfilled. $ackfilling will create a slope of approximately <br />2:1 that will become the pond wall slope. Approximately 156,438 yd3 of shale then will be <br />ripped from the bottom of Cells 2 and 3 and pond liner construction will proceed as described in <br />the "Pond Liner Design and Specification" section herein. The remainder of Cells 2 and 3 will <br />ultimately become a 48-acre pond. The remaining 43 acres of disturbed area within the permit <br />boundary will be re-seeded and fertilized. See Exhibit F for details. <br />Pond Liner Design and Specification <br />The purpose of this section of the reclamation plan is to provide design detail and specifications <br />for a pond liner. The goal is to design a post mining compacted clay liner with a thickness of 2 ft <br />that will ~revent groundwater leakage into the pit/pond at a rate of greater than or equal to 0,03 <br />ft3/day/ft .The ponds are expected to be approximately 25 ft deep. <br />
