M98168GE • • <br />All areas to receive compacted structural fill should be properly <br />prepared prior to fill placement. The preparation should include <br />removal of all organic or deleterious material. The areas to <br />receive fill material should be compacted after the organic delete- <br />rious material has been removed prior to placing the fill material. <br />The area may need to be moisture conditioned for compaction. Any <br />areas of soft, yielding, or low density soil, evidenced during the <br />excavation compaction operation should be removed. The area <br />excavated to receive fill should be moisture conditioned to wet of <br />optimum moisture content as part of the preparation to receive <br />fill. Fill should be moisture conditioned, placed in thin lifts <br />not exceeding six (6) inches in compacted thickness and compacted <br />to at least ninety (90) percent of maximum dry density as defined <br />by ASTM D1557, modified moisture content-dry density (Proctor) <br />test. <br />We recommend that the geotechnical engineer or his representative <br />be present during the excavation compaction and fill placement <br />operations to observe and test the material. <br />8.0 LATERAL EARTH <br />We understand that horizontal foundation loads will be designed <br />to be resisted by the soil. Foundations or walls that are designed <br />to deflect and mobilize the internal soil strength should be <br />designed for active earth pressures. Walls that are restrained so <br />that `.hey are not able to deflect to mobilize internal soil <br />strength should be designed for at-rest earth pressures. The <br />values for the lateral earth pressures will depend on the type of <br />soil retained by the wall, backfill configuration and construction <br />technique.
