4.5 Employee Training <br /> The SWMP Administrator or designated training personnel shall review environmental and safety <br /> procedures with all personnel as required by the Mining Safety and Health Administration. This training <br /> session will be conducted to inform personnel of procedures to be followed so the operation is conducted <br /> in compliance with all permits. Some of the topics that may be included are: <br /> X Spill Prevention and Response <br /> X Good House Keeping Techniques <br /> X Material Management Procedures <br /> X Sediment and Erosion Prevention <br /> The Stormwater Discharge Permit requires that facility personnel be trained periodically. Twice per <br /> year is recommended. The training sessions should include actual field observations of the BMPs being <br /> discussed. New or temporary personnel and contractors working at the facility also need to be trained in <br /> the SWMP procedures within two weeks of coming on-site. Contractors should be provided with a copy <br /> of the plan, as well as being informed that they are also liable for the conditions set forth within the <br /> SWMP. Sample forms to document training activities are included. <br /> Crew supervisors should be responsible for instructing those under their direction to implement the <br /> SWMP so the conditions of the Stormwater Discharge Permit are achieved. <br /> 4.6 Testing for Non-Stormwater Discharges <br /> This site was evaluated for the presence of non-stormwater discharges during March of 1999. The <br /> procedure used to evaluate the area for the presence of non-stormwater discharges consisted of dry <br /> weather observations of the site. At that time there were no buildings or structures associated with the <br /> potential mining operation at the site. There are no mine adits or shafts known at this site, or associated <br /> with this operation, therefore, there is no mine drainage. <br /> No naturally occurring springs have been identified at this site. There are no spoils piles currently at this <br /> site. No sanitary facilities associated with the mining operation are currently located here. There <br /> currently are no dewatering discharges at this site and no structural conveyance systems for the <br /> stormwater discharges. Potential discharge points observed included the perimeter of the site. <br /> If any unauthorized sources of non-stormwater discharges are noticed at the site, the SWMP <br /> Administrator shall be notified immediately. The source and condition of the discharge will be <br /> investigated. If the discharge is perceived to be a potential contaminant source to stormwater or <br /> permitted process water(groundwater dewatering), the Administrator or designated personnel shall <br /> notify the Colorado Department of Public Health and Environment. <br /> 5 <br />
