• EXHIBIT D <br /> MINING PLAN <br /> Connell Resources, Inc. (herein Connell) currently has sand and gravel mining, an asphalt batch <br /> plant, and headquarters immediately west of the proposed Timnath Connell Pit permit site. <br /> Connell supplies local, county, and state governments, as well private industry with aggregate <br /> and asphalt. Connell has almost completed mining the sand and gravel reserves and is in the <br /> process of reclaiming the Wellington Downs (Permit No. M-95-035) site. The proposed permit <br /> will provide future reserves for continuation of Connell's operations. <br /> The proposed permit area for the Timnath Connell Pit operation is 157.58 acres, of which 144.56 <br /> acres will be disturbed in phases by mining. The remainder of the property will be used for <br /> locating asphalt processing facilities. The asphalt facilities are not a part of the permit because <br /> they are not totally dependent on the sand and gravel mining of this proposed site and are located <br /> outside the proposed permit boundary. They will remain in place after mining and reclamation is <br /> completed on the proposed permit and will continue to operate. <br /> The Timnath Connell site has been drilled and testing has verified that there are commercially <br /> marketable sand and gravel deposits on the property. The deposit has 5.0 foot average depth of <br /> overburden and a I 1 foot average depth of sand and gravel. The overburden will be removed and <br /> • stockpiled for reclamation. <br /> Phasing <br /> Currently Connell processes approximately 400,000 tons of aggregate per year. They expect to <br /> keep this same rate of production at the Timnath Connell Pit site. They will mine between 10 to <br /> 20 acres a year. At this rate of mining they expect to mine and reclaim the site in 8 to 10 years. <br /> The operation will be mined in phases to limit the area of disturbance at any one time (see <br /> Exhibit C). The phases depicted in Exhibit C are used to indicate the direction of mining. These <br /> phases are neither representative of the maximum area of disturbance nor do they limit <br /> disturbance to a particular phase. <br /> Phase 1 will be mined and the wash plant equipment will be located here until Phase 3. In Phase <br /> 2 Connell will mine the perimeter of the property in a strip ranging from 100 feet to 200 feet <br /> wide. Well points will be constructed and dewatering done during this phase as described in <br /> Exhibit G. The outside of the perimeter will be backfilled and lined with impermeable material <br /> as the operation progresses. This will disconnect dewatering impacts from the alluvial aquifer. <br /> The mining will start at the north end of the deposit where future stockpiles will be placed. This <br /> area will then be backfilled and reclaimed to allow the siting of a wash plant. Approximately 20 <br /> acres will be needed for all processing and stockpiling operations. The impermeable boundary <br /> will minimize the groundwater inflow into the pit and limit the potential effects of dry mining on <br /> surrounding well owners. <br />
