indicates that the tremmie line allows much more
precise placement of the cement and results in a
much stronger cement in the annulus. This is
evidenced by the results of the cement bond log
(CBL). The bottom 600 to 650 feet of the well
will not contain casing.
We11 casino specifications shall be provided to the EPA
for each well prior to drilling. A diagram of a
typical solution mining well is presented in Appendix
A. The Permittee is required to construct and cement
all solution mining wells in a manner that isolates all
known or possible USDW's. During construction of the
well, a cement bond log (CBL) or cement evaluation log
shall be run, in accordance to the current Guidance
found in Appendix D, to verify the integrity and
coverage of the cement. Daily summaries of the
drilling, casing and cementing activities, including
information on casing and cement type and quantities,
drilling or casing problems and downhole sampling and
testing must be prepared and submitted with each
completion report prior to commencing injection. If
the well design precludes the valid use of a CBL, then
a cement evaluation tool shall be used. Remedial
cementing behind the casing shall be performed if
necessary.
A temperature loo, noise loo, or oxygen activation log
shall be run, within four (4) to six (6) months of the
Assistant Regional Administrator's letter authorizing
American Soda to commence injection [but also the well
must have been in operation for 30 days], unless the
Director determines that the log will not provide valid
results. See Appendix E for current Guidance.
Coring may be performed in the mining interval
(approximately 150 to 800 feet below the Dissolution
Surface) of solution mining wells as needed to obtain
pertinent stratigraphic data for mining planning. Core
data shall be provided to the EPA and BLM if requested.
Pursuant to 40 CFR § 146.32, all new Class III wells
shall be cased and cemented to prevent the migration of
fluids into or between USDWs. The Permittee shall not
commence construction, including drilling or
conversion, of any additional infection well(s) not
part of the initial twenty-eight (28) wells approved
EPA FINAL Area Permit No. CO3858-00000
