<br />methods described in Table 1 of 40 CFR ~ 136.3, or in <br />Appendix III of 40 CFR ~ 261, or in certain <br />circumstances, by other methods that have been approved <br />by the EPA Administrator. American Soda's monitoring <br />program shall follow those requirements and shall <br />include these elements: <br />(a) Mechanical integrity testing shall be performed on <br />each well prior to operation. Mechanical <br />integrity shall be demonstrated by a combination <br />of methods including: <br />cementing records; <br />temperature survey, noise log, or oxygen <br />activation log within six (6) months of the <br />Assistant Regional Administrators letter <br />authorizing American Soda to commence injection); <br />pressure testing, <br />cement bond logs (CBL); a cement bond log shall be <br />run on the intermediate casing cement to confirm <br />the quality of the cement. If the well design <br />precludes the valid use of a CBL, then a cement <br />evaluation tool shall be used. <br />(b) Volumetric flow meters shall be installed on the <br />injection and production fluid flow line of each <br />solution mining well near the wellhead. All <br />meters shall be equipped with continuous measuring <br />devices that record at ten (10) minute intervals. <br />The Permittee will utilize this data to perform a <br />mass balance of inflow and outflow from the cavity <br />at least monthly. The mass balance shall be <br />performed on each well to demonstrate that fluids <br />have not migrated from the solution mining cavity. <br />After at least six (6) months of operational data <br />is available, the Director may make a modification <br />of the Permit to increase or decrease the mass <br />balance monitoring frequency. This mass balance <br />determination will be made based on the results of <br />a review of the data. The mass balance may also <br />be used to estimate cavity volume. <br />(c) Pressure recording devices shall be installed to <br />continuously monitor and record at ten (10) minute <br />intervals, the pressure of the gas blanket that <br />shall be maintained in the annulus between the <br />intermediate casing and the tubing system. <br />EPA FINAL Area Permit No. CO3858-00000 <br />Page 22 of 164 <br />
