D+. n!aIU'3I F?6Su^_`C3S <br />State of Colorado <br />Mined Land Reclamation <br />1313 Sherman Street <br />Denver, Colorado $0203 <br />Re: Portland Limestone Quarry File 77-344. <br />Attn.: Mr. Roger Funston <br />Mr. Randy Overton <br />My letter of August 4, 197$, referenced inadequacy items of <br />the subject quarry permit application which were being prepared. <br />We expect explanations in this letter and attachments will com- <br />plete the application file. <br />Attached is a letter from the Fremont County Planning Director <br />to Mr. William Springman, Portland plant manager, to replace <br />Exhibit M and constitute County approval of limestone mining <br />as an accessory use in Industrial Districts. All of Ideal's <br />property outlined on previously furnished Property Map P-2 is <br />zoned as Industrial, Mr. Springman has advised Mr. Welch by <br />letter that the limestone removal operations are in fact acces- <br />sory to this industrial zone and that Ideal will submit to the <br />County a copy of the final Colorado State approved reclamation <br />plan and any future technical changes. <br />By letter of transmittal dated August 1$, 1978 you were furnished <br />copies of a paper with attachment, presenting information and <br />reasons for exclusion of the Portland Cement manufacturing facili- <br />ties from "affected land." This exclusion was then approved by <br />the Board at their August 23, 197$ meeting. <br />Attached is a revised copy of Map pcc-13$7, marked Exhibit C, <br />to which a mining plan for quarry cuts 13, 15, 17, 19 and 21 <br />through 56 have been added, Final reclamation contours for this <br />entire quarry area were previously included on Exhibit F map. <br />Referenced in the permit application and later correspondence <br />is a probable diversion, in about 30 years, of the minor drainage <br />of Bear Creek. The least controversial rerouting of this drain- <br />age (indicated on revised Exhibit C map attached) would be south- <br />westerly about 1,400 feet to the fault zone, then down the fault <br />zone 6,000 feet where the flow would return to the natural stream <br />bed about 750 feet before its discharge into the Arkansas River. <br />
