Stormwater Mana¢ement Plans (SWMPs): The purpose of a SWMP is to identify possible pollutant sources to Stormwater <br />an to set out est managgement practices that, when implemented, will reduce or eliminate any possible water quality <br />impacts. A SWMP must be maintained far the West Elk Mine in accordance with good engineerzng practices. (The plan <br />need not be completed by a registered engineer.) The Division has a guidance document avazlable on preparing a SWMP. <br />The plan identifies potential sources of pollution (including sediment) which may reasonably be expected to affect the <br />quality of Stormwater discharges associated with mining or remediation operations. In addition, the plan escribes <br />practices, which will be used to reduce the pollutants in Stormwater discharges from the mining or remediation operation, <br />and to assure compliance with the terms and conditions of this permit. In the event that the permzttee wishes to remediate an inactive mine site and termirsate yermit coverage, <br />pnor (o remediation activities, the SWMP must be amended to include the following items, and the permittee must <br />notify the Division of the change in status: <br />Documentation ojlandowner permission (if the permittee is not the owner) <br />action to be pezformed <br />rsn remediatzors activities <br />of anyy water scored within mine waste <br />tr BMPs to be used, final site stabilization, and ultimate land use <br />SWMP Develo ment Coordination and Format: Some activities required under the SWMP may already be in place. <br />owever, t e wi regttire t e permittee to coordinate these activities with any necessary new activities in an orderly <br />. manner, so that the result zs the reduction or elimination of pollutants reaching state waters from areas not limited by <br />numeric effluent limitations. <br />It is the permittee's responsibility to notify the Colorado Division of Minerals and Geology (CDMG) ojany changes at their <br />sire resulting from the implementation of the. SWMP. This notification allows the CDMG to review the 5'WMP and <br />incorporate any potential revisions, which might be needed into the facility's reclamation permit. It is im ortant to verify <br />that the sire reclamation permit matches the SWMP. Such information is usually contained in Exhibit G of PIO reclamation <br />permits. <br />The SWMP may rely upon information developed for other similar pollution control programs such as the SPCC (Spill <br />Prevention Control and Countermeasures) plan, Voluntary Cleanup Plan, or the Mined Land Reclamation flan. <br />Appropriate portions o these other plans may be incorporated in the SWMP by reference, as long as a complete SWMP <br />can be reproduced and submined to the requesttnR agency within the time frame specked in the request. Those portions of <br />the referenced documenu must be included in the submzttal. The SWMP must also be readily available to an on-site <br />inspector. - <br />c. Coin rehensive Facili Ins ections: The permittee shall make a Thorough inspection of their Stormwater management <br />system, at east twice per yyear in the sprin~ and fall). These inspections must be documented and summarized in the <br />Annual Report (see Part ID.2.g of the permit . <br />d. Annual Re ort: The permittee will be required to submit an Annual Report, covering January 1 through December 31 of <br />eat year, on the compliance with the SWMP. The Annual Report shall contain, at a mznimum: <br />i. A report on the facility's overall compliance with the SWMP, includirsg a progress reporC on remediation activities. <br />ii. A summary of all cmprehenszve Stormwater inspections made. <br />iii. Results dnd interpretatzon of any Stormwater monztoring performed. <br />The Annual Report will be due to the Division on or before February 1 S of the following year (see Pan I.D.2.g of the <br />permit). <br />All reports required for submittal shall be signed and certifed for accuracy by the permittee.
