Waste Minimizarion/Pollution Prevention
Waste minimization and po/lution prevention are rivo Perms that are becoming increasingly more common in industry today. Waste
minimization includes reducing the amount of waste at the source through changes in industrtal processes, and reuse and recycling
of wastes for the original or some other urpose (such as materials recovery or energy production). Pollution prevention goes
hand-in-hand with waste minimization. I~he waste u eliminated at the front of the line, it wtll not have to be treated at the end of
the line. The direct benefits to the Industry are often signiftcant bosh in terms of increased profit and in ublic relations. Thu
program can affect all areas of process and waste control xnth w~tich an industry deals. Elimination or reduction of a wastewater
pollutant can a-lsa result in a redduction in an air pollutant or a reduction in the amount of hazardous materials that must be handled
or disposed.
This discharge permit does not specifically dictate waste minimization conditions at this time. The Division does strongly encourage
the permittee to continue worktng in developing and implementing a waste minimization ptan. Several industries have already
developed plans and found shat implementation resulted in substantial savings. Both the Colorado Department ofPublic Health and
Lars Revised: 4/19/1004
