2.05.4 page 6 <br />August 2005 <br />All other areas to be reclaimed: up to 6 inches (6 inches minimum on refuse pile) <br />REVEGETATION <br />The majority of the King Coal Mine was previously mined and not reclaimed to the requirements of <br />the Colorado Surface Coal Mining Reclamation Act (34-33-101 et seq). The only area disturbed <br />subsequent to the initiation of the permanent program was a portion of the waste pile comprising 1.08 <br />acres. As such the revegetation of the King Coal Mine will be designed and implemented to conform <br />to the requirements of Rule 4.15.10. The revegetation measures will be undertaken to provide and <br />establish a cover of living plants supportable by the best available suitable material in those areas of <br />the mine re-affected by disturbance subsequent to the permanent program, with ground cover not less <br />than that existing prior to re-disturbance and satisfactory to control erosion. <br />Grazing will be prevented in the reclaimed area for a period of at least three years to allow a <br />successful establishment of vegetation. <br />The disturbed area will not be ready for reseeding until the mine is abandoned, graded and <br />covered with plant growth medium. The access road will not be reclaimed. It will provide access to <br />the reclaimed area for fire control, reclamation work, and inspection. After the coal and mine rock <br />surface layers have been scraped up and used for backfill, no toxic forming materials will seriously <br />inhibit plant growth. <br />After grading and re-contouring the mine bench and covering the area with suitable plant <br />growth medium, the disturbed area will be reseeded on slopes ranging from less than 3:1 to2:1 on the <br />highwalls. <br />After placement and spreading of plant growth medium, samples will be taken and forwarded <br />to a soil laboratory for analysis for major plant nutrients and restrictive ions. Upon receipt of the test <br />results and recommendation by testing laboratory, the correct amount of fertilizer will be applied. <br />Plant growth medium preparation will be accomplished by using a disk or harrow capable of <br />disturbing the soil to a depth of 4". In case of a loose seed bed, a cultipacker to firm the ground will <br />be used following drilling. <br />On slopes of 3:1 or less the seed should be planted with a drill equipped with double disc <br />openers and depth bands. Spacing of discs should be no more than 10". Seed should be planted to an <br />approximate depth no deeper than i/2". On slopes of 3:1 or greater, broadcast seeding may be used. <br />Planting of seed will occur between October 15 and April 30, or between July 15 and August 30. <br />Upon completion of drill seeding, all areas will receive two (2) tons of hay or straw mulch per <br />acre. The material is to be applied in an even manner by use of hand mulching or a mechanical <br />blower. On 3:1 slopes or less the mulch will be crimped into the soil by use of a straight blade crimper <br />of spacing of not more than 10". <br />Since no pre-disturbance vegetation data was collected, the following re-vegetation success <br />standards are based on SCS Range site data and baseline data from similar areas. As specified by <br />Rule 4.15.10, there is only one revegetation success criterion, vegetation cover. The following <br />revegetation success criterion has been approved for cover by CDMG. <br />1. Cover -The standard for herbaceous cover is 30 percent to be measured by any <br />approved quantitative sampling method. <br />
