<br />EXHIBIT E: Reclamation Plan <br />Ormiston Gravel Pit, M-94-048 <br />The Ormiston gravel pit will be reclaimed to the San Juan National Forest Service <br />specifications, which are closest to the DMG's pastureland use. All slopes will be graded <br />to a 3:1 (or less steep) slope. A topsoil layer of approximately 2 inches will be placed on <br />the regraded mine area. <br />Reclamatiott activities will follow mining activities as closely as possible. Completed <br />mining areas within sub-phase 1 will be reclaimed as it is still being mined. Reclamation <br />should be completed in sub-phase 1 before mining begins in sub-phase 2. According to <br />the Forest Service Reclamation Plan, the eastern half of Phase 1 shall be reclaimed before <br />the expiration of the Special Use Permit, or the year 2002. Please see mine and <br />reclamation plan maps. It is estimated that phase 1 will take until the year 2025, an <br />additiona126 years to mine and reclaim. <br />The Forest Service reclamation stipulations are as follows: During the spring or early <br />summer a cover crop of either sudangrass, at a rate of 10 lbs. P.L.S. per acre, or border <br />oats, at a rate of 40 lbs. per acre, will be drill seeded. In addition, during late summer or <br />fall a perennial grass seed mix will be drill seeded. The preferred mix for the area is 816s. <br />Indian ricegrass, ] O ]bs, western wheatgrass, and 2 lbs. PLS, per acre of one of the <br />following: blue grams, needleeandthread, muttongrass, or intermediate wheatgrass. <br />Furthermore, 20% of the reclaimed acreage will be seeded and established, in not more <br />than 0.1 acre plots, to adaptable forbs such as scarlet globemallow (Sphaeralcia <br />coccinea), and "Bandera" Rocky Mountain Penstemon (Penstemon strictus). The areas <br />planned for forb seeding shall remain bare, other than the initial cover crop seeding, and <br />forb seeds shall be raked into the soil at a depth not to exceed % inch. Any noxious <br />weeds shall be controlled yearly in reclaimed areas until an acceptable stand of grasses <br />and forbs are established. Please also refer to the attached NRCS comments. <br />The seed will be sown by drilling; if soil conditions make this impossible, seed will be <br />broadcast and raked in at double the drilling rate. At the time of reclamation, soils will <br />be tested to determine if fertilizer should be added. If a fertilizer is needed, it will be <br />applied a 40Ibs per acre. A straw or clean hay mulch will be applied at a rate of 2 <br />tons/acre, spread by mechanical blower and preferably crimped into the soil. <br />In regard to the final drainage of the pit, a slight crest shall be left in the middle of the pit <br />to encourage positive drainage to the west-southwest. Runoff and moisture accumulating <br />in the pit will be drained to a water impoundment in the southwest comer of the pit. <br />
