• PART I 1 1 <br />Page 8 <br />Permit Na. COG-500000 ' <br />C'. EFFLUENT LIMTTATIONS AND CONDTITONS - STORMWATIIt DLSCHARGE <br />e. All dischargers must comply with the lawful regetiremeota of counties, drairuge districts and other state or <br />local agmci~s regarding any discharges of etormwater to storm drain systems or other water courses under <br />their jurisdiction. <br />2. Stormwata Mana¢emmt Plan fSWMPI <br />A Stormwater Management Plan (SWMP) shall be developed for each facility covered by this section (Part I. C). The <br />SWMP shall be prepared in accordance with good engineering practices. (The plan need not be completed by a <br />registered engineer.) <br />The plea shall identify potential sources of pollution (including sediment) which may reasonably be expected to affect <br />the quality of stormwater discharges associated with the mining activity. In addition, the plan shall describe end <br />ensure the implementation of best management prat[ices (BMPs) which will be used to reduce the poflumnta in <br />stormwater discharges associated with mining activity. <br />Mining operations must txrtify the tbmpletion of their SWMP and must impl®mt the provisions of the <br />SWMP required under this part as a mnditioo of this pewit. The Division reserves the right to request and <br />review the pleoe, a~ad to require additional measures to prevent and control pollution, ae needed. <br />The SWMP shall include the following items, at a minimum: <br />a. Site Map <br />The plea shall provide • site map or maps which indicate at a minimum: <br />- Mining site boundaries <br />- Accaa and haul roads <br />- Stormwater outfalls and an outline of the drainage area of each stormwater outfafl <br />- An P,~,.,~ea of the direction of flow <br />- Mateeials handling areas <br />- Each existing atruclural control measure to reduce pollutants in stormwater runoff <br />- Areas used for storage or disposal of overburden, materials, soils or wastes <br />- Areas: used for mineral milling and processing <br />- Springs, streams, wetlands and other surface waters <br />- I-ovation of mine dreimge or any other process water <br />- Boundary of tributary area that ie subject to affluent limitations <br />- Date the map was prepared <br />b. Description of Potential Pollutant SotnYes/Mateial InvmWry <br />The plea shall provide ^ description of all potential sources (activities and materials) dhich may reasonably be <br />expected to ndd pollutmts to etormwater discharges. Such sources may include haul roads, equipment storage <br />and maintenance areas, fuel storage arras, etc. <br />In each case where etormwater pollution potential exists, appropriate preventive measures must be taken and <br />documented. <br />a Stormwate' Quality Controls <br />Each mining site covered by this permit shall develop a description of etormwater quality exmtrols appropriate <br />for that site, and implement such controls. The appropriateness and priorities of controls in the plm shall <br />reflect identified potential sources of pollutmte at the site. The description of stormwater quality controls shall <br />address the following minimum components, including a schedule for implementing such controls: <br />
