<br />4.0 RESPONSE PERSONNEL <br />4.1 American Soda Personnel <br />A chain of command will be established in order to minimize confusion in the event of <br />an emergency. A Response Coordinator and Response Team will be selected. The <br />Response Coordinator will coordinate the work of the Team and will be responsible for <br />the following: <br />• assess the emergency (spill, fire, bomb threat, severe storm, etc.) and <br />determine whether response procedures need to be followed <br />lead personnel evacuation, if necessary <br />• ensure that response contractors, medical aid, sheriff's office, and local fire <br />department are contacted, if necessary <br />• direct plant and utility shutdown when necessary <br />• supervise outside aid <br />• coordinate public relations <br />The chain of command will also identify alternate personnel to act as the Response <br />Coordinator if the designated Response Coordinator is not able to perform the duties. <br />The Response Team will likely include the following American Soda personnel. This <br />list will be adjusted before start up of commercial operations.
