Before an asphalt plant is installed on-site, the operator will <br />need to describe what measures will be taken to minimize <br />disturbance to.the hydrologic balance. For instance how blow-down <br />water would be handled (e.g. in pits) and the lining procedures <br />below product dispensing lines. If this is not provided now, it <br />can be done in the form of a revision to the permit when a plant <br />is needed in the future. <br />8.
