Estimated Timetable for Construction, Drilling, and Reclamation Activities
MCC proposes drilling sites SST-1, CCC, FFF, and EEE in 2005. If results of the 2005 drilling
warrant further exploration, sites DDD and 00 would be drilled in 2006. MCC must maintain a
one-yeaz window of activity on USFS lands to satisfy time constraints defined by the Categorical
Exclusion stipulations of NEPA analysis. MCC proposes beginning with site SST-1 on private
]ands to meet this stipulation.
2005
MCC proposes initial road maintenance for Lions Mesa to begin on or about July 11.
Mobilization, drilling and related exploration activities, beginning with site SST-1, would
commence on or about July 25. Access road maintenance, site prepazation, and mobilization to
USFS lands would not commence prior to August 1. Completion of drilling and reclamation is
projected by September 23, 2005. Reclamation efforts will be conducted concurrently with the
drilling operations to minimize activities on the National Forest and private lands.
2006
If necessary to adequately define the coal reserves, sites DDD and 00 may be drilled in 2006.
Mobilization and site prepazation would begin on or about June IS with completion of
reclamation activities of by July 31. Reclamation efforts will be conducted concurrently with the
drilling operations to minimize activities on the National Forest.
Amount of Coal to be Removed
Coal to be removed during this exploration will be in the form of 3 inch diameter cores. An
estimated maximum of 506 lbs. of coal may be removed and tested for a wide range of quality
pazameters by a qualified laboratory. This is based upon a combined total coal thickness of 50
feet of core in each hole at a diameter of 3" having a weight of 86-lbs/cubic ft. The maximum
potential coal removed is substantially less than the 250 tons.
Measures to be Used to Comply with Performance Standards for Exploration
(43 CFRII 3484.1(a), 30 CFR 815.15, and Colorado State Permanent Program Rules):
(Operator shall comply with applicable requirements of surface management agency, 30 CFR
815.15, or approved State program)
All applicable parts of the Federal and State Performance Standazds for Coal Exploration have
been covered in the preceding exploration and reclamation plans. Mountain Coal Company has
reviewed, and will comply with, all applicable requirements of 30 CFR 815.15 and the Colorado
Mined Land Reclamation Regulations stated in C.R.S. 34-33-101.
•
14
