The uses anticipated for the operation <br />include gravel; sand and topsoil extraction; asphalt and concrete batch plants; <br />and certain accessary uses such as an office, scales, processing equipment, eta. <br />This application also requests General Submission approval pursuant to <br />. Seotion 4.03, Subdivisions of 35 acres and larger, to allow the sale of 90+ acres <br />of land by The Vaaneur Ranch Company to clam Construction, Inc. ,The boundaries <br />of the land to be sold are coterminous with the land defined by our Special <br />Review Permit application. In addition, we request that the Pitkin County Land IIse <br />.Code be amended to allow concrete and asphalt batch plants as a Special Review IIse <br />in the RS-20 zone. Virtually all the commercially feasible gravel deposits in <br />Pitkin County lie i.n the RS-20 and Ra-30 zones. The Sand and Gravel resulations <br />require batch plants to be located at sand and gravel sites, Therefore, t3ie pre- <br />sent Elam Constructior. operation is a legal non-conforming use since we have an <br />approved Special Review Permit. YJithout the code amendment we cannot apply for <br />either an extension to our present permit in 19f31 or the new permit on +.he Va~neur <br />Site. <br />Our Pitkin County Special Review Permit expires June 14, 19E31. Effectively <br />only two years remain to operate on our present site. It is time~to begin to <br />consider the appropriateness of extending our permit on the present site or <br />relocatin; our operation to a more suitable site. <br />We believe the Vagneur Site is a more appropraite site for our operation <br />than the present site particularly in regards to the ecology of the Roaring Fork <br />River, adjacent land urea, access, and our own operational efficiences, <br />The exiatin; r'1. am site is changin; in ways detrimental to our operation: <br />1. As the volume of our operation increases we experience <br />greater difficulty in operating efficiently, stockpiling quantity <br />gravel supplies, and protcoting the riparian area of the Roaring <br />Fork.
