6.4.5 Exhibit E -Reclamation Plan <br />Description <br />Reclamation will occur concurrently with mining following completion of gravel <br />extraction in Cell A. Reclamation will backfill a portion of Cell A to approximate <br />historic grade, leave a 3-4 acre groundwater fed pond in Cell B, backfill Cell C <br />and leave a Depression on Cell D. All affected areas (not pond) will have topsoil <br />replacement and be re-vegetated with native vegetation followed by a weed <br />control program. Exhibit F- Reclamation Plan Map shows final grading and <br />topsoil/ re-vegetation areas. <br />Table 6.4.5-1. Stockpiled and in situ <br />overburden from Cell B will then be backfilled into the mined out Cell A. <br />Following Mining of Cell B, overburden stockpiled in Cell A will be backfilled for <br />final slope grading (pond) into Cell B. Overburden from Cell C previously <br />stockpiled in Cell D will be backfilled into Cell C. Overburden from Cell D will be <br />stripped and directly backfilled into Cell C (no stockpiling). <br />Compacted Clay Liner Construction <br />Ceil D will be lined with compacted clay to prevent groundwater seepage from <br />entering the mined out excavation. Borrow material will come from weathered <br />shale (clay) that occurs below the gravel layer. The clay will be disked and <br />moisture conditioned to within > 1-2% of optimum moisture content. A keyway <br />will be excavated to a depth of 4 ft into the shale and backfilled. Moisture <br />conditioned shale will be placed around the perimeter of the pit floor (just inside <br />the dewatering trench) in 1-2 ft lifts. The lifts will be compacted to within 90% of <br />maximum dry density with a sheepsfoot roller.
